Improvement project in higher education institutions: A BPEP-based model

Abstract: Improvement projects (IPs) are a fundamental element in any quality management system from any organization. In Higher Education Institutions (HEIs), IPs are constantly implemented to maintain excellence in academic and administrative processes. In this study, we propose a model for IP implementation that is based on the Baldrige Performance Excellence Program (BPEP). As a part of the model, we propose a series of research hypotheses to be tested. The data used to test the hypotheses were gathered from a quest… Show more

“…Some of this literature did apply existing frameworks but in other improvement contexts than assessment of implementation progress, e.g. empirical investigation of the validity of the Baldrige Performance Excellence Program (BPEP) Education Criteria for designing improvement programs (Maciel-Monteon et al, 2020) However, these factors primarily focus on the inputs required to achieve lean implementation, whereas the current study focuses on measuring progress in implementation; thus, these factors did not provide a suitable base for developing the current assessment approach. Two models that were evaluated to develop the assessment framework were Schein's (1984) organizational culture model and the 4P lean model by Liker et al (2008).…”

“…On the other hand, the model proposed by Vrielink et al has a planning and control approach in primary processes, management processes, and support processes, ensuring that each area has its own strategic, tactical, and operational plan to adapt to new challenges [17]. On their behalf, Maciel-Monteon proposes a model for project improvement in order to maintain excellence in academic and administrative processes based on the Baldrige Excellence and Performance program [48]. Baldrige is a globally recognized model that emphasizes the strengths and weaknesses of processes, allowing for improvement at organizational and at process levels.…”

“…This method does not allow for full implementation. An IP implementation model based on the Baldrige Performance Excellence Program (BPEP) has been proposed in the literature [21]. As part of this model, a series of research hypotheses to be tested are proposed.…”
