Recent findings indicate Nigeria is among the top countries with devastating consequences of fire incidences. The volatile position of Port-Harcourt as an oil-producing capital city is seen as one of the reasons why fire disasters occur in hotels, among other high rises institutional building structures. This study, therefore, explored the factors responsible for the high incidences of fires in Port-Harcourt, Nigeria. As phenomenological research involving humans, a 5-point Likert scale cross-sectional questionnaire survey instruments were developed using online Google forms to evaluate people's awareness, identify the material factors that promote fire incidents, and assess the present policy and standards to control fire incidents. The ordinal scaled data collected from 108 respondents were tested to be reliable with a Cronbach alpha of 0.958 using the SPSS Statistic software and further analyzed using the Structural Equation Modelling approach. Results show that hotel workers in Port-Harcourt are aware of fire safety management issues, though periodic retraining is required as new technologies evolve. Safety standards are also relatively maintained in the placement of equipment power points, extinguishers, and emergency controls. However, the significant causes of the fire were attributed to electrical and mechanical devices installed and utilized on the hotel premises. While the study calls for the installation of high-quality equipment in hotels, more inquiry is needed to check the reliability of individual equipment. A framework was finally conceptualized for further research and replicating the study in other contexts. This study's findings are essential to hotel entrepreneurs and managers, fire experts, building designers, and researchers.

Deriving Major Fire Risk Evaluation Items Utilizing Spatial Information Convergence Technology in Dense Areas of Small Obsolete Buildings

As small obsolete buildings are exposed to high fire risks, governments are trying to evaluate their fire risks and preferentially improve fire protection performance for high risk buildings, however, the evaluation manpower and time are insufficient compared to the rapidly increasing number of obsolete buildings. Therefore, this study aimed to derive major fire risk index (FRI) evaluation items as part of developing a platform to quickly and efficiently evaluate fire risks in dense areas of small obsolete buildings utilizing spatial information convergence technology. To this end, 20 preliminary evaluation items specifically tailored to dense areas of small obsolete buildings were derived through a field survey, investigation of FRI evaluation items from existing works, and expert pre-reviews. Based on the derived 20 preliminary items, an importance survey was conducted with a total of 181 fire safety experts including fire officers, university professors, researchers, industry experts, and fire insurers. As a result, a total of 12 major evaluation items (e.g., outdoor fire extinguisher, distance to 119 Safety Center, building structure, building cladding, illegal alterations, illegal parking, and liquefied natural gas cylinder) were derived. Results can help to evaluate the fast and efficient fire risks in dense areas of small obsolete buildings.

With sustainability being at the forefront of international civil and structural engineering professional bodies agendas, Artificial Intelligence (AI), and its numerous facets, has potential of providing an invaluable tool. Although the notion of AI is not new, it only recently started gaining momentum in the sector of fire engineering. The combination of tangible benefits in scientific and industrial applications, in conjunction with a developing understanding of its functionality, requirements and deliverables, from practitioners and researchers alike, supported a wider acceptance of the method. Acknowledging the scope of AI applications is vast, a focus will be given to fire engineering scientific projects. A selection of recent, representative scientific papers will be reviewed with the aim of debating the attributes of Artificial Intelligence in the context of sustainability, while also assessing its current contribution to the technical advancement of the field.
