The airline sector is critical in today’s globalized society, supporting the efficient movement of people and products worldwide. Airlines continuously seek methods to enhance their operational performance to remain competitive in the face of increased competition. This study focuses on the application of multi-criteria decision making (MCDM) techniques to improve the ground operational performance of low-cost carriers (LCCs), also known as low-cost (budget) airlines. In recent years, MCDM techniques have gained considerable attention in addressing complex decision problems with complex goals. This research aims to bridge this gap by proposing a comprehensive framework combining MCDM techniques to enhance airline operational strategies and increase performance. The study utilizes qualitative and quantitative data, drawing on previously published materials on MCDM techniques in the aviation sector. It utilizes a fuzzy Analytic Hierarchy Process (AHP) and a fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) methodologies. A case study is conducted to evaluate the ground operational performance of three airline companies based in Türkiye, considering five main criteria and eighteen sub-criteria. The findings of this research will contribute to a comprehensive understanding of operational performance in the airline sector. The study’s findings show that five primary criteria’s estimated weights are examined; it is seen that “Flight Schedule and Routes (FSR)” has the highest importance weight of 0.30. With a weight value of 0.26, “Counter Services (CS)” has the second most significant impact. “Ticketing (T)”, which ranks third in terms of its impact on the solution, has a weight value of 0.19. Upon reviewing the analysis’s findings, it can be seen that the third alternative is relatively prominent among the others. Airline_3 ranked first with a weight value of 0.361, while Airline_2 ranked second with a weight value of 0.331. Airline_1 ranked last with an actual weight of 0.308. The study provides highlights of the implications and limitations of the research and suggests future research directions.

Currently, there is increasing concern about the safety and leakage of process industries. Therefore, the present study aims to prioritize control measures before and after the leakage scenario by using the Hendershot theory and MCDM techniques. In this study, two proactive and reactive layers were selected before and after leakage of tanks, respectively. Then, criteria and alternatives were selected to perform fuzzy TOPSIS (FTOPSIS) and find the best alternative based on the literature review and Hendershot approach. The linear model of the fuzzy Best-Worst method (FBWM) was constructed and resolved using Lingo 17 software. Subsequently, criteria were assigned weights based on thorough calculations of the inconsistency rate. The weight of study experts was equal to 0.25. The results of FBWM showed that the reliability index with a weight of 0.3727 was ranked first and the inconsistency rate (ξ˜*/ξ) was calculated to be equal to 0.040. Inherent Safety Design (ISD) (0.899) and passive safety (0.767) also ranked first before and after tank leaks, respectively. Using the FBWM method leads to fewer pairwise comparisons and at the same time more stability. Although ISD and passive strategies are more valid and strict, elements of all strategies are necessary for a comprehensive process safety management program.

This study was focused on deriving the MTSA-related accident reduction rate (ARR) required to calculate the safety benefits before and after expanding the scope of the system. By performing spatial analysis using geographic information system technology, MTSA-related accidents were identified on maritime routes near both assessed and unassessed project sites from 2010 to 2014. Subsequently, by applying the synthetic minority oversampling technique to balance the data, the algorithm learned from the random forest using the operational data of coastal passenger ship operations and accident data near unassessed locations where MTSA is not implemented. Then, the trained model was applied to predict accident occurrence in the absence of MTSA near the latest operational information of coastal passenger ship operations at the assessed project sites. The MTSA-related ARR was then calculated by applying the actual accident occurrences during operation near the assessed project sites where MTSA was implemented. The MTSA-marine ARR calculated at 17.41% can be applied to the calculation of safety benefit for MTSA. The results of this study can provide quantitative evidence for the application of higher-level systems considering the burden on regulatory targets when improving MTSA or similar systems.
