Implementation of COBIT 5 Framework for Academic Information System Audit Perspective: Evaluate, Direct, and Monitor

Penelitian ini dilakukan dengan tujuan menganalisis kinerja Sistem Informasi Elektonik Kinerja ASN (SI-EKA) yang ada pada Kementerian Agama Kota Pekanbaru. Dalam penggunaan SI-EKA terdapat masalah terkait akses sistem dikarenakan masalah jaringan, server, dan maintenance, selain itu untuk penanganan masalah membutuhkan waktu yang lama karena harus dilaporkan kepada pihak pusat terlebih dahulu. Menjawab permasalahan pengelolaan masalah digunakan kerangka kerja COBIT 5 dengan fokus pada proses DSS03 Manage Problems. Analisis Process Capability Model (PCM) digunakan dalam penelitian ini dengan penilaian Process Assessment Model (PAM). Pengumpulan data dilakukan dengan observasi, wawancara, dan kuesioner yang dibagikan kepada responden berdasarkan pemetaan peran RACI Chart. Hasil akhir penelitian diketahui bahwa proses pengelolaan masalah sudah dilaksanakan namun masih ada beberapa kelemahan dan belum mencapai tujuan proses sehingga diberikan rekomendasi yang sesuai dengan kondisi dan temuan yang ada. Tingkat kapabilitas proses berada pada level 1 (Performed Process) dengan nilai kapabilitas 0.9 dan status Largery Achieved (L).

Faced with the widespread digitalization in educational services, every educational organization has to strive to meet modern-day quality and security standards for both information and other assets. The education organizations should invest in a methodology that identifies system flaws and, as a result, opportunities for improvement. To protect the educational organization's information assets from internal, external, intentional, or unintentional threats, an "Information Security Policy" should be developed. Effective data management necessitates not only the identification of data requirements but also security issues. Educators and students should be subject to policies that define and impose conditions in a variety of sensitive areas.

Context: In public administration, the focus of Governance in Information Technology is to provide its customers with greater transparency, providing better quality services, further modernization of sectors and greater efficiency. The absence of a solid Governance system brings serious problems to the organization. Objective: To know the current scenario of information technology (IT) Governance in public organizations in the State of Sergipe, Brazil, in accordance with the assessment made by the Federal Audit Court, as well as to support managers in adopting good Governance practices in their management. Method: A Survey was applied to the main state public organizations of the State of Sergipe, to evaluate the dimensions of leadership, strategy and control. Results: It was observed that only 35.7% of public organizations have a satisfactory result in relation to the adoption of IT Governance; that only 7% of the organizations carry out an audit of IT actions integrally within their organizations; and 50% of responses are between non-adoption or application of an IT Governance policy within the strategic planning of organizations. Conclusion: This scenario shows, initially, that most of the specialized agencies do not have an application to a level of excellence related to IT Governance in the State of Sergipe, Brazil.
