1. Making agriculture sustainable is a global challenge. In the European Union (EU), the Common Agricultural Policy (CAP) is failing with respect to biodiversity, climate, soil, land degradation as well as socio-economic challenges.2. The European Commission's proposal for a CAP post-2020 provides a scope for enhanced sustainability. However, it also allows Member States to choose low-ambition implementation pathways. It therefore remains essential to address citizens' demands for sustainable agriculture and rectify systemic weaknesses in the CAP, using the full breadth of available scientific evidence and knowledge.3. Concerned about current attempts to dilute the environmental ambition of the future CAP, and the lack of concrete proposals for improving the CAP in the draft of the European Green Deal, we call on the European Parliament, Council and Commission to adopt 10 urgent action points for delivering sustainable food production, biodiversity conservation and climate mitigation. The aim of this study was to assess the ability of Polish farms to absorb practices within eco-schemes in Poland in the first year of operation of the Common Agricultural Policy (CAP) 2023-2027. The type of practices used, their number and the scale of use were determined, taking into account the natural conditions in which the farms implementing them operate. The assessment was made taking into account the division of farms according to the size of utilised agricultural land (UAA) and their location in communes. The analysis concerned thirteen practices within five area eco-schemes that were available to Polish farms in the first year of the Polish Strategic Plan 2023-2027 within EU CAP 2023-2027 implementation. The data used came from the database of the Agency for Restructuring and Modernization of Agriculture. A research method was used that involved analysing the distribution and characteristics of the beneficiary farms of eco-schemes in 2023. It was found that 1/3 of farms benefitted from such support. The size of the farm and the natural management conditions played a role in eco-scheme absorption.

Az Európai Unió közös agrárpolitikájának folyamatosan alkalmazkodnia kell a változó gazdasági, társadalmi és környezeti igényekhez. Ennek köszönhetően a támogatások cél- és feltételrendszere az elmúlt évtizedek során többször is jelentősebb átalakításokon ment keresztül. A cikk arra a dilemmára keresi a választ, hogy az egyre összetettebb célokat követő uniós szintű támogatási rendszer – és különösen a környezeti közjavak biztosításának középpontba kerülése – mennyiben tenné indokolttá az agrárpolitikai tervezési és finanszírozási feladatok valamilyen mértékű visszakerülését a tagállamok szintjére. A célok hatékonyabb elérése és finanszírozása miatt ugyanis a renacionalizálás egy lehetséges reformirány lehet. Ugyanakkor aggályok fogalmazhatók meg a renacionalizálással kapcsolatban, különösen a környezet- és klímavédelmi intézkedések terén, ahol közös stratégiai célok támogatására és megvalósítására van szükség. A cikkben a szerzők részletesen elemzik az agrárpolitikai célok átalakulásának politikai gazdaságtanát és a támogatási rendszer napjainkra kialakult működési kereteit. A kívánatos további változásokat a 2023-tól bevezetett szabályozási keretekben megjelenő új megközelítések és a hatékonyabb finanszírozást alátámasztó elvi megfontolások tükrében értékelik.
