This article focuses on how the Turkish state has been responding to limit the public health effects of COVID-19 pandemic to date. It aims to explain and understand the introduction, implementation and effect of health policy instrument mixes. It argues that although 'presidentialisation' of executive, and 'presidential bureaucracy' under presidential system of government are critical to introduce policies and implement their instrument mixes without delay or being vetoed or watered down which would otherwise occur in the parliamentary system of government, these features of impositional and exclusive policy style pose risks of policy design and implementation failures when the policy problems are poorly diagnosed, their policy solutions are wrong and/or complementary policy instrument mixes implemented ineffectively. However, a temporal, albeit temporary divergence from a dominant administrative tradition and policy style is most likely when a policy issue is esoteric (i.e. technical, scientific and expert-led) and framed as an existential crisis under high uncertainty that require scientific, expert-led, inclusive, early, quick and decisive responses to pressing policy problems.

La grande récession entamée en 2008 a renforcé les objectifs de maîtrise de la dépense publique locale. Les collectivités françaises ont ainsi été confrontées, entre autres, à une baisse de leurs dotations et à une réduction de leur autonomie fiscale. Face à la rigidité à la baisse de leurs dépenses (contraintes ou politiquement sensibles), les collectivités ont développé des programmes de réduction des coûts (PRC), afin d'améliorer leurs ratios coût-valeur. S'appuyant sur une méthodologie quantitative, cet article explore la structure des PRC grâce à un questionnaire en 99 items adressé aux maires, élus délégués, et cadres supérieurs des collectivités. L'article utilise des méthodes multivariées d'exploration des données et révèle trois configurations des programmes de réduction des coûts dont la cohérence interne est analysée. Les données montrent la résilience de la majorité des collectivités face aux retournements de tendances financiers et un certain degré d'ouverture de leurs PRC aux influences des parties prenantes et de la société civile.Mots clés : crise financière ; programmes de réduction des coûts ; collectivités locales ; contrôle de gestion

PurposeThis study aims to find out whether strategic plans contribute to change by exploring to what extent environmental (external and internal) perceptions of the public institutions changed in consecutive plans.Design/methodology/approachThe research is an explorative case study of three metropolitan municipalities in Turkey: Istanbul, Ankara and Izmir, which represent about one-third of population of the country. In this context, three consecutive strategic plans of metropolitan municipalities in question were examined based on a content analysis using a guideline developed by the author.FindingsThe findings reveal that the use of strategic plans as a guide is indispensable. The study argues that consecutive strategic plans of metropolitan municipalities are both conducive to change and are useful tools for the effectiveness of the strategy.Research limitations/implicationsWhile this study analyses the strategic plans regardless of considering the extent to which the institutions have achieved their desired goals, it recommends that the “strategic plans” should not only be used as rituals but also as a guide to change.Practical implicationsThe study emphasizes the fact that strategic plans provide managers with the necessary tools to perform an analysis that gives insight into the extent to which they are able to manage the change when they compare their strategic plans and put them into practice in the consecutive periods.Originality/valueThis study contributes to the field by questioning the basis of criticisms of strategic planning in the context of public sector and shows how strategic plans play a role in tracing the change in institutions.
