Insbesondere im Berufsleben soll der moderne Arbeitnehmer flexibel, ungebunden und leistungsstark sein. Während in früheren Jahrhunderten allenfalls Soldaten, Händ-ler, Handwerksburschen und fahrende Scholare ihren Heimatort verließen, ist Pendeln heute zu einem Massenphäno-men geworden. Durch die "new economy" ist es selbstverständlich geworden, "auf Achse" und flexibel zu sein. Regierung und Arbeitgeber verlangen maximale Mobilität. 1 Arbeitnehmer, die sich hierauf nicht einlassen können oder wollen, droht die Arbeitslosigkeit, oder sie gehen Karrierechancen verlustig. Zwei Trends sind hierfür verantwortlich: die Stadtflucht und die Verlagerung von Arbeitsplätzen. Heutzutage wird der Standort des Arbeitsplatzes 2,5-mal so häufig gewechselt wie der Standort der Wohnung. Insbesondere im Dienstleistungsbereich ist und wird Fernpendeln durch fortschreitende Zentralisierung zunehmend zu einem Problem.
