The reformation of education has moved towards the fourth industrial revolution (IR 4.0). The development of a nation focuses on the quality of education. Education is seen as a panacea to solve issues relating to human capital development. In Malaysia, human capital development is much emphasized, as a successful human capital development will gear the nation towards being a developed country. Malaysia aims to be one of the developed countries with the aspiration that the human capital will drive the aspiration to be successful. However, there are issues arousing from human capital, where education is said to be the main cause of these issues. Limited research focuses on the issues in human capital development. Thus, this paper aims to discuss the educational theories and issues related to human capital development. The macro, micro and human capital theories are among the important theories to be looked into as they help in guiding the education towards its aim. The issues related to the human capital are a lack of 21st-century skills, a decline in English language proficiency and deteriorating moral and ethical values in employees. Implications and recommendations are also provided to curb those issues. Overall, these educational issues need to be addressed and inhibited for a smooth journey towards being a developed country.

The exam oriented curriculum in Malaysia required pupils to be good in their writing skill while the latest Common European Framework of Reference (CEFR) wants pupils to communicate well in English Language. However, most Malaysian pupils are lacking in communication skill. As we know, communication involves verbal and non-verbal skills but more focus is given on verbal skill compared to non-verbal skills. Less focus is given on paralinguistic features which come under non-verbal aspect of communication. Therefore, "Dubslinguistic" was introduced to enhance pupils' communication skill in verbal as well as non-verbal. Few activities were conducted which catered to both verbal and non-verbal communication skills. A total of 40 pupils with the age range between 10-12 years old from Shah Alam, Selangor and Maran, Pahang were chosen by using random sampling method. Data was collected using an action research approach. The checklist, survey questionnaire and semi-structured interview were conducted to measure the effectiveness of Dubslinguistic in enhancing pupils' verbal and non-verbal skills. The findings indicated that pupils were able to improve their verbal and non-verbal skills through activities implemented. Teachers and educators are encouraged to use Dubslinguistic to develop balanced pupils who are proficient in both verbal and non-verbal skills.

Preschool Teachers’ Practices in English Early Literacy Instruction: A Case Study

This case study aims to address preschool teachers' practices in early literacy instruction specifically, the literacy skills focused by teachers during English early literacy classroom instruction. Four in-service teachers from three types of preschool which are government, private and non-government organization located in a suburban area, were involved as the study's participants. Data collection involved were checklist, field notes, video recording, and classroom observations. A checklist of literacy is an instrument used to analyze literacy skills practice by teachers. Results show that there is a lack of focus given on certain areas of literacy skills which are: 1) auditory discrimination, 2) visual discrimination, 3) phonological awareness, 4) phonemic awareness, and 5) reading as practiced by those teachers. Generalization may not be fair at this stage but the findings could reflect the need to (re)train teachers. Larger samples are crucial to understand the scale of the teaching practice being inappropriate, hence, help in the development of training module that would result in more literacy skills being practiced during English language teaching and learning.
