The loss of biodiversity, including the collapse of fish stocks, affects the vulnerability of social-ecological systems (SESs) and threatens local livelihoods. Incorporating community-centered indicators and SES drivers and exposures of change into coastal management can help anticipate and mitigate human and/or coastal vulnerability. We have proposed a new index to measure the socialecological vulnerability of coastal fishing communities (Index of Coastal Vulnerability [ICV]) based on species, ecosystem, and social indicators. The ICV varies from 0 (no vulnerability) to 1 (very high vulnerability) and is composed of 3 components: species vulnerability, i.e., fish biological traits; ecosystem vulnerability, i.e., environmental indicators of ecosystem health; and adaptive capacity, i.e., human ability to cope with changes. We tested the ICV of Brazil's 17 coastal states. The average ICV for the Brazilian coast was 0.77, and variation was low among states. More than half of the coastal states revealed very high vulnerability (> 0.8). The ecosystem vulnerability values were worse than the adaptive capacity and species vulnerability values, and the North and Northeast regions were revealed to be vulnerable hot spots. Additionally, we investigated how the ICV related to specific anthropogenic risks, i.e., fish landing richness, fishery instability, market, coastal extension, and coastal population, and found that states with fewer species landings and higher coastal populations presented higher ICVs. At a time when human impacts are overtaking natural processes, understanding how these impacts lead to coastal vulnerability can help improve conservation policies. For this case study, we suggest both fisheries management measures and restoration of sensitive habitats to protect species and decrease vulnerability. The integrated evaluation developed here could be used as a baseline for coastal monitoring and conservation planning and be applied to coastal regions in which governments evaluate both social and biological aspects.

Sea and coastal areas are locations that have enormous potential that can contribute greatly to the national economic growth. The potential of marine and coastal areas includes the potential of fisheries. Fish life in shallow water or estuary is relevant to the existence of seagrass beds as their habitat. Seagrass in coastal waters is one of the attractions of fish for reproduction (spawning ground), fish growth place (nursery ground) and feeding ground. Good management requires a well-structured plan that takes into account geographical conditions and the sustainability of the plan in the future for the role of marine spatial planning. Marine spatial planning is a spatial guidance to manage well coastal and ocean areas with more integration and sustainability through identifying and mapping all marine issues. One method of mapping issues in marine spatial planning is open spatial data. The coherence and synergy of spatial planning can be achieved through dialogue between the elites and the public. A solution to bridge political communication between the elite and the public is open spatial data. In this context, the technicalities of open spatial data are important factors for achieving consensus. Relevant non-technical issues, such as data management, human resources and leadership factors are critical points for this potential open spatial data.

RESUMO:Nos últimos anos, a instalação de novos empreendimentos na região da foz do Rio Itajaí-Açu passou por uma forte pressão devido à inserção de novos estaleiros e marinas, além da expansão portuária dos dois lados do estuário. Logo, o uso da zona aquaviária e portuária de Itajaí torna-se mais intenso, consequentemente, essa situação leva a problemas e conflitos, os quais surgem devido à ineficiente aplicação de políticas públicas de planejamento e ordenamento territorial. O presente trabalho realiza um diagnóstico da zona de uso aquaviário e portuário (ZUAP) de Itajaí, a fim subsidiar a gestão integrada local. Para isso, o Planejamento Espacial Marinho (PEM) surge como um instrumento inovador de apoio à gestão, que tem por objetivo ordenar e zonear o ambiente, além de entender os problemas e conflitos, oportunizando mudanças futuras de forma consorciada. A metodologia utilizada baseia-se no Guia da UNESCO, o qual apresenta 10 passos para execução do PEM e constitui-se num processo de natureza adaptativa e contínua. A metodologia adaptada utilizada neste estudo traz uma abordagem de análise territorial de baixo custo e proporciona a integração de visões interssetoriais. A ZUAP se constitui numa zona de abrigo à navegação, o que propicia o desenvolvimento de atividades conflituosas e relacionadas a essa característica. Os municípios que circundam a ZUAP apresentam seu desenvolvimento econômico relacionado diretamente com os setores portuários, pesqueiros, da construção e reparo naval, além do turismo e lazer. O desafio para a política bem-sucedida em PEM no âmbito do estuário do Rio Itajaí-Açú encontra-se na montagem de todas as peças do quebra-cabeça, trazendo a conciliação entre investigação científica e soluções práticas.
