Public information is one of the government's efforts to provide public information regarding their performance and activities. However, even some regulations guide them, practice in public information management has not been optimal considering the information risks and threats, such as disclosing inappropriate information. For this reason, the literature study seeks to explore some efforts that can be made in information management, especially in Indonesia. This qualitative study tries to categorize and describe the management of public information in risk management and public information security in terms of technological management, process management, and human resource management. Technological management is expected to have an information system capable of providing a sense of security from threats, both malware and in building an effective system. Process management includes procedures, auditing, and a holistic approach to realizing effective public information management. Finally, human resource management emphasizes the importance of improving the quality of agents through training and leadership to act not only as a leader but also as a navigator and a translator of public information management. This study proposes a conceptual model based on those themes to minimize the effects of risks and threats on public information. Limitations and suggestions for future research are also discussed.

The recent economic conditions continue to draw significant attention to the multitude of risks organizations face as they pursue strategic goals. Public and non-profit organizations (NPO) are not an exception when it comes to risks that can challenge their service delivery system and growth sustainability. Their unique features and limited resources require them to adopt and adapt different risk management tools and methods as compared to the corporate organizations. Specifically, the risk management approach adopted in public organizations and NPOs has not been significantly addressed. Hence, this paper aims to explore the development of risk management in public organizations and NPOs. By conducting a systematic review of literature, 12 papers published in the Scopus and Web of Science from 2010 until recent year have been selected and analyzed. Findings from the literature analysis found various types of risks occur in these organizations and demonstrate the factors and importance of adopting risk management practices. However, a holistic approach is still not diffused nor sufficiently developed in both public and not-for-profit sectors. Research on the successful delivery of risk management is still dearth, which creates a huge research gap thus still an area worth researching. The findings from this literature analysis suggest that an instrument or tool to evaluate the practices of the risk management system is required. Thus, this paper serves as the basis for further empirical research on risk management practices of public and non-profit organizations.

The purpose of this study is to assess how information and communication technology (ICT) adoption influences organizational performance (OP) during the Covid-19 pandemic by highlighting psychometric variables such as employees’ organizational commitment (OC), growth mindset (GM), and entrepreneurial orientation (EO). Based on the complementarity theory, we built a theoretical framework where OC, GM, and EO mediate the influence of ICT on OP and tested hypotheses proposed. Responses of 297 employees from agriculture cooperatives in Côte d’Ivoire were obtained on the basis of questionnaires which composed the data for this study. The empirical analysis affirmed the significant and positive effect of ICT adoption on OP, and the significant mediating effect of OC and GM in the relationship between ICT adoption and OP. However, the role of EO in mediating the influence of ICT adoption on OP is insignificant. This research increases understanding of the underlying process of the relationship between ICT adoption and organizational performance during the Covid-19 pandemic.
