The importance of the work effectiveness of each employee is expected to have a positive impact on improving the quality of human resources in an organization. In the field of education, one effort in increasing the effectiveness of employee work can be done by developing an information technology system in the educational institution. The purpose of this research is to test the difference of working effectiveness of the administrative staff of study programs in Polytechnic Banjarmasin before and after the implementation of SIMPADU. The effectiveness of the work examined in several indicators items, namely: production, efficiency, quality, flexibility, and job satisfaction. This research used a quantitative approach. The sample was obtained from all the administrative staff of study programs in Polytechnic Banjarmasin, 16 people was chosen by using census technique. The data collected through questionnaire were analyzed by using paired samples t test in order to prove the acceptance and rejection of the hypotheses. The results of analysis show that there is significant difference of working effectiveness of the administrative staff of study programs before and after the implementation of SIMPADU in Polytechnic Banjarmasin. This study connects also the results of research on the theoretical and managerial implications. The managerial implications Polytechnic Banjarmasin recommend that can improve work effectiveness through providing trainings both inside and outside the campus environment. Providing trainings to face the technological change will improve the quality of employees so as to provide satisfactory performance.

Challenges in Integrating Technology Into Education

Despite significant amount of investment, there seems to be obstacles to technology integration in education. In order to shed light on the nature of perceived obstacles to technology integration, opinions of 117 professionals, who were selected by Turkish Ministry of National Education as experts in their respective fields, about the obstacles to integration of technology into education were investigated. After categorizing the perceived obstacles by factor analysis, associations of those categories with personal and professional differences were further investigated for better contextualizing the findings. Correlations were analyzed by Pearson's product moment coefficient and point-biserial coefficient. The results revealed that it's not the hardware itself that constitute obstacles to technology integration. Insufficiency of in-service and pre-service training, content support, and incentive system emerged as major perceived obstacles to technology integration. Inadequacy of physical and technological infrastructure was also found to be an important obstacle to successful integration. Novelty of the technologies compared to older ones were not found to be an obstacle to technology integration. Moreover, participants stressed the lack of education in teacher training institutions about current technologies that Ministry of National Education officially requires teachers to use as part of their jobs to be another important obstacle. There were no correlations between sex, age, level of education, job position, year of experience in other careers, and any of the categories of perceived obstacles. A good higher education system is necessary for inclusive development of a nation. Also, Electronic Governance (eGovernance) is becoming the backbone of any country"s growing economy in today"s world of internet enabled systems and processes. The word "electronic" primarily indicates that the usage of technology in all matters of governance (Basu, 2004). e -Governance is understood as a set of activities involving the effective contribution of Information and Communication Technology (ICT) for strengthening administration and management in higher education system. It can create transparency between the colleges , universities and students Suklabaidya & Sen ( 2013). Similarly, the empirical research states influence of teaching staff towards Institutional preparedness for e-governance in Indian affiliating Universities is relatively high Balasubramanian & Govindaraju (2012). As well as eGovernance is the fundamental requirement to make the solution in the field of educational sectors problems. The present study attempts to ascertain the level of use of e-Governance by the administrators of the colleges. The survey design was adapted with the sample of 110 administrative Personnel at different level from 11 arts and science colleges affiliated to Bharathidasan University. The e-Governance scale with 30 items was validated and administered with the sample. Findings reveal that use of e-Governance by the administrative personnel was found average besides the extent of use of eGovernance in Government colleges was low comparing with Selffinancing and Aided colleges. The demographic variables Gender and Locality did not have a major impact on the use of e-Governance.
