Human Capital Competitiveness in ASEAN Economic Community (AEC): The Role of Regulation, Indonesia Experiences

Although the Yogyakarta Special Region and Central Java are two independent provinces with different regulations, these economies were integrated as a unity that interacts with each other, so this study examined whether the growth spillovers between regencies/cities occurred in these provinces. The data included economic growth, education, working-age population, and asphalted road published by the Central Bureau of Statistics for 2001-2018. This study used a regression analysis based on the Dynamic Ordinary Least Square (DOLS) model. The results showed that there were growth spillovers. The economic growth of a regency/city was positively influenced by economic growth in its surrounding regions. A particular regency/city obtained benefit from economic growth occurred in its surrounding. Meanwhile, an increase in the working-age population and the asphalted road positively affects economic growth. However, the increase in education did not affect economic growth. Therefore, the local government needs to improve connectivity between regions by building road networks and enhancing intergovernmental cooperation.JEL Classification: J6, O1, R1How to Cite:Susanto, J., & Udjianto, D. Determinan Tingkat Pengangguran Terbuka Di D.I. Yogyakarta

Studi ini bertujuan untuk mengetahui determinan pengangguran terbuka di Daerah Istimewa Yogyakarta. Penelitian ini menggunakan data sekunder yang diterbitkan oleh Badan Pusat Statistik tahun 2010-2018. Data tersebut mencakup tingkat pengangguran terbuka, pertumbuhan ekonomi, upah minimum kabupaten/kota, dan modal manusia. Penelitian ini menggunakan regresi panel berdasarkan Fully Modified Ordinary Least Square (FMOLS) dan Dynamic Ordinary Least Square (DOLS). Hasil penelitian menunjukkan bahwa pertumbuhan ekonomi berdampak negatif, sedangkan upah minimum kabupaten/kota berdampak positif terhadap pengangguran terbuka. Peningkatan pertumbuhan ekonomi mendorong penurunan pengangguran terbuka, sedangkan kenaikan upah minimum kabupaten diikuti oleh kenaikan tingkat pengangguran terbuka. Sementara itu, modal manusia tidak berpengaruh pada tingkat pengangguran terbuka akibat rendahnya rata-rata lama sekolah. Untuk itu, pemerintah perlu meningkatkan sumber daya manusia melalui wajib belajar 12 tahun.

Human Capital Spillovers and Human Development Index in Yogyakarta Special Region and Central Java

This study analyzes the spillover of human capital in the Yogyakarta Special Region and Central Java. The research data includes the Human Development Index (HDI), capital, the ratio of college graduate workers, and the number of medical personnel in 2017 published by the Central Bureau of Statistics (BPS). This study uses a Spatial Regression analysis that includes elements of human capital spillover estimated by Geoda software. The results showed that there was a spillover of human capital between regencies/cities in Yogyakarta Special Region and Central Java. Lambda coefficient value, in Spatial Error Model (SEM), amounting to 0.5074 indicates that the Human Development Index (HDI) score of each regency/city will get an influence of 0.5074 multiplied by the HDI value of the neighboring regency/city. The capital variable is significant and exhibits that a rise in the HDI score will follow an increase in the number of capital. However, the ratio of college-educated worker and medical personnel is not significant. Due to the linkages between these provinces, the regency government and the provincial government should synergize each other, especially in the formulation of economic policies.
