Emergency management planning has matured in the oil and gas industry over the last 30 years. As part of such planning, essential personnel— or employees who stay on the job when everyone else is leaving— perform vital tasks to mitigate risks related to human security, loss of assets, and damage to the environment. This paper defines the specific problems related to maintaining business continuity while dealing with the human issue of moving families of employees out of volatile yet sensitive security zones. Companies can use managed approaches to identify families of employees who stay on the job, meet their evacuation needs, and devise methods by which employees and their families can communicate with one another during evacuations and other emergencies. Employees, confident their families are safe, can then focus on the critical business tasks at hand, and once families are relocated, people outside the emergency zone can render aid and comfort. This paper discusses the challenges that decision-makers, workers, and families in the industry face when implementing or following crisis and emergency response procedures during real-life evacuations. In some evacuations, industry health, safety and environment (HSE) personnel have to move quickly to analyze each situation, apply crisis management tools, secure sensitive assets, and evacuate staff and their families. In a large global company, the business-phased return for one country can coincide with the evacuation from another. The paper also adds historical context to the evolution of emergency and crisis management communication and planning through analysis of a series of interviews with people in the oilfield industry who were involved in past evacuations. The analysis draws parallels and differences between then and now, identifying best practices and also potential challenges for the future.

Educating Youth in the Fight against HIV/AIDS: A Case Study from Africa

The World Health Organization reports that young people account for 40% of all new infections with the human immunodeficiency virus (HIV), that globally an estimated 4.6 million youth are living with HIV, and that 69% of all people living with HIV are in Sub-Saharan Africa. Educating youth and raising awareness is an effective way to combat the spread of this disease. In 2008, an oilfield services company launched HSE for Youth, an initiative that reaches out to young people to inform and empower them to make responsible decisions about health, safety, and environmental (HSE) topics. A key health-related topic of the initiative is raising HIV/AIDS awareness. HSE for Youth has implemented educational workshops on HIV/AIDS in Africa. The workshops are led by trained volunteers using age-specific materials. Awareness on this health issue is raised through interaction at the workshops and the young people in attendance are encouraged to share what they learn with their peers and families. Several thousand youth have participated in the workshops throughout the region since the program's inception.

In 2008, an oilfield services company launched HSE for Youth, a program that reinforces a health, safety, and the environment (HSE) culture among employees to help make HSE become a lifestyle habit for the entire family. The program is designed to reach young people 7 to 18 years old, both employees' children and youth in local communities, and focuses on nine topics: Ebola, injury prevention, internet safety, road safety, personal security, HIV/AIDS, malaria, water, and climate change. The paper describes the program's implementation; the learning materials developed, and program results. The paper also discusses how the program has evolved and how it has been sustained since its launch 8 years ago. Ownership and leadership of the initiative are under the umbrella of the company's HSE function, supported by a global HSE for Youth manager. Organization and delivery of the workshops involve trained volunteers from the company's HSE experts, employees, and their spouses. The paper discusses the educational content methodology used, how the program has been reinforced with a quality control framework, mandatory criteria to run workshops, and how material was redeveloped to better fit specific age groups and address key specific subtopics. The paper also discusses how the program has been sustained over the years through a train-the-trainer program, which now comprises master trainers in all regions of the world.
