Over the last decade, the bioeconomy has become increasingly important and visible in international policy agendas, with several strategies being recently developed. The implementation of bio-based technologies mostly takes place on a regional scale. Therefore, from a regional perspective, a key question revolves around what main challenges are associated with technological developments that could catalyze the implementation of sustainable bioeconomy regions. In this study, a cross-cutting analysis was carried out to determine these challenges. First, interviews were conducted with industry practitioners and scientists working in the bioeconomy field. These interviews were supplemented with a literature review to determine the status quo of bioeconomy strategies and their implementation, particularly on a regional level. A multidisciplinary workshop was then organized to identify the most relevant challenges in the short- and mid-term associated with establishing bioeconomy regions. The results show that there is a three-pronged challenge in innovative technological development from a regional perspective: (1) Resources: The establishment of sustainable regional feedstock strategies and supplies for supporting the bio-industrial sector; (2) collaborators: The establishment of a regional “critical mass” by fostering supply chain clusters and networks; and (3) neighbors: Understanding the local dynamics of societal trends and preferences and social acceptance of bio-technologies and their representative bio-based products.

Diffusion of the biofuels (BF) using is justified by opening up the opportunities for obtaining fuel and energy from previously inaccessible sources and by the existence of energy-deficient regions, in particular in Russia. Works of different scientists on the problems of creating and using BF were the methodological basis of this study. Information on the state and prospects of the development of renewable energy sources in Russian regions was collected from regulatory documents and was obtained by employing a questionnaire survey. For the study of the collected materials, the different methods of comparative analysis, and the methods of expert assessments were used. The results of the Status-Quo analysis of BF production in Russia have shown that the creation of BF performed relatively successfully. However, there are many more perspectives, connected with expanding the utilization of the different raw materials. Also, the analysis of organizational and economic mechanisms applied for production of BF and the obtained data on several organizations-producers allowed for proposing six indexes for the assessment of the BF production effectiveness. It is suggested that BF production in Russia will contribute to the sustainable development of a number of the country's regions in the near future.Energies 2019, 12, 3948 2 of 30 impact of permanent anthropogenic factors has required the taking of appropriate measures in this field both at the federal and regional levels. In particular, the accumulation of industrial, agricultural, and household wastes is becoming an essential incentive for the development of innovative activities aiming at the production of biofuel (BF). According to the existing data [3], the resource potential of recyclable organic waste biomass, including solid household wastes and sediments of wastewaters reaches 13,490.26 tons of coal equivalent (TCE) per year in Russia. This study led both at the federal level and in particular regions which have significant differences in terms of economic, geographic, and climatic conditions. According to pessimistic forecasts, the share of green energy in the Russian economy will arrive at 3-5% by 2035, according to positive ones, it will be equal to 8-10%. The proposed share of BF in the production of electric and heat energy with targeted management could be about 2-3% [4].Different geographic, climatic, economic, and other conditions in regions of Russia necessitate solving several scientific problems for optimization of the existing regional programs for the provision of sustainable development and determination of the role of REn and BF production in them.Therefore, the progress in BF production achieved in some leading countries has become a significant factor which causes a positive impact on the sustainable development of their economies. Abstract Background: By 2030, the transport sector needs to achieve additional greenhouse gas savings of 67 million tonnes CO2-eq. and further progress requires swiftly implementable solutions. The fermentation of cereal straw is a promising option. Returning the digestate to the farmland can close agricultural cycles while simultaneously producing biomethane. The world's first large-scale, mono-digestion plant for straw is operational since 2014. The temporal and spatial biomass availability is a key issue when replicating this concept. No detailed calculations on this subject are available, and the strategic relevance of biomethane from straw in the transport sector cannot be sufficiently evaluated. Methods: To assess the balance of straw supply and use, a total of 30 data sets are combined, taking into account the cultivation of the five most important cereal types and the straw required for ten animal species, two special crops and twelve industrial uses. The data are managed at district level and presented for the years 2010 to 2018. In combination with high-resolution geodata, the results are linked to actual arable fields, and the availability of straw throughout the country is evaluated using a GIS. Results: During the analysis period, the mobilisable technical biomass potential for future biomethane production is between 13.9–21.5 Tg fm a-1; this is up to 62 % higher than the previously known level. The annual potential fluctuates considerably due to weather anomalies. The all-time maximum in 2014 and the minimum for the last 26 years in 2018 are separated by just four years and a difference of 7.6 Tg fm. However, large parts of the potential are concentrated only in a few regions and biomethane from straw could provide up to 145 PJ of a low-emission fuel. This would be associated with a greenhouse gas mitigation of roughly twelve million tonnes CO2-eq., which corresponds to around one-sixth of the climate target for the entire sector. Conclusion: Despite the strong fluctuations, the potential is sufficient to supply numerous plants and to produce relevant quantities of biomethane even in weak years. To unlock the potential, the outcomes should be discussed further with stakeholders in the identified priority regions.
