How have National Statistical Institutes improved quality in the last 25 years?

Abstract: Abstract. Over the last 25 years government statistical offices have held many discussions about improving quality, conferences have been held, frameworks established, and many agencies have been reorganized. This paper summarizes many of these changes and addresses whether we are in a better place than we were when we started. What has been improved? And what still needs to be addressed?
