In the past years we have witnessed the rise of new data sources for the potential production of official statistics, which, by and large, can be classified as survey, administrative, and digital data. Apart from the differences in their generation and collection, we claim that their lack of statistical metadata, their economic value, and their lack of ownership by data holders pose several entangled challenges lurking the incorporation of new data into the routinely production of official statistics. We argue that every challenge must be duly overcome in the international community to bring new statistical products based on these sources. These challenges can be naturally classified into different entangled issues regarding access to data, statistical methodology, quality, information technologies, and management. We identify the most relevant to be necessarily tackled before new data sources can be definitively considered fully incorporated into the production of official statistics.

The modernization of the production of official statistics faces challenges related to technological developments, budget cuts, and growing privacy concerns. At the same time, there is a need for shareable and scalable platforms to support comparable data, leading to several online data collection strategies being rolled out. Time Use Surveys (TUS) are particularly affected by these challenges and needs as they (while producing rich data) are complex, time-intensive studies (because they include multiple tasks and are administered at the household level). This article introduces the Modular Online Time Use Survey (MOTUS) data collection platform and explains how it accommodates the challenges of and changes in the production of a TUS that is carried out in line with the Harmonized European Time Use Survey guidelines. It argues that MOTUS supports a shift in the methodological paradigm of conducting TUS by being timelier and more cost efficient, by lowering respondent burden, and by improving the reliability of the data collected. Importantly, the modular structure allows MOTUS to be easily deployed for various TUS configurations. Moreover, this versatile structure allows comparable, complex diary surveys (such as the household budget survey) to be performed on the same platform and with the same applications.

Ezzel az induktív módszerrel szemben a statisztika deduktív megközelítést alkalmaz, vizsgálatai során a hoszszabb időn át kialakított és alkalmazott fogalmi, klasszifikációs kereteket tölti ki új adatokkal (Kuonen 2018). Az adatforradalom minden korábban megtapasztalt változásnál gyorsabb és mélyebb átalakulást okoz a társadalomban és a gazdaságban. A hivatalos statisztika jelene és jövője szempontjából kulcsfontosságú kérdés, hogy a fundamentális változások közepette mennyiben tud megfelelni küldetésének és kötelezettségének: hogy hitelesen, magas színvonalú statisztikai adatokkal mutassa be a társadalom, a gazdaság és a környezet állapotát és folyamatait. A hivatalos statisztika számára a hosszú történelmi perióduson át természetes működési közeget biztosító racionális jogállam válságjelei, a nagy technológiai cégek adatgyűjtő és adatelemző tevékenysége, a közösségi média és benne a post-truth valóság, az összeesküvés-elméletek, a fake news, az identitáspolitikák felemelkedése, a politikai és kommunikációs környezet átalakulása korábban ismeretlen kihívásokat teremtett. Az írás az adatforradalom nyomán kibontakozó felügyelő kapitalizmussal és annak manipulációs technikáival foglalkozó kritikai nézetek mellett bemutatja a hivatalos statisztika intézményeinek – elsősorban az Eurostatnak – a veszélyeket jól érzékelő útkeresését is. Az adatforradalom új társadalmi, gazdasági valóságát hordozó, exponenciálisan bővülő adatvagyon szinte kizárólag a technológiai cégek magántulajdonában áll. Márpedig a cikk érvelése szerint ezek társadalmi tények, amikhez azonban a hivatalos statisztikának nincs hozzáférése. Ennek hiányában nem képes klasszifikációit, osztályozásait, fogalomrendszerét megújítani, alkalmassá tenni az új társadalmi valóság megragadására, így a valóságról alkotott képe egyre homályosabb, elmosódottabb, és mindennek az árát hitelvesztéssel fizeti meg. Ráadásul a hivatalos statisztika mindebben vétlen, válságát a működési környezetében bekövetkezett, hatókörén kívül eső, visszavonhatatlan változások okozzák. Megoldást az jelenthet, ha jogilag biztosított, szabályozott, transzparens körülmények között hozzáférhetne az adatforradalom új társadalmi valóságát hordozó adatokhoz.
