Housing affordability (HA) is considered an important determinant of a country’s socioeconomic development and stability. However, its optimal measurement has remained a major concern worldwide. In recent decades, methodological development and researches on housing affordability measurement approaches (HAMA) have accelerated and continue to grow exponentially. Despite this intensive global development, very few attempts have been made to present the theoretical bases and track the developmental trends of these approaches. Thus, this study attempts to fill this literature gap and extend prior studies by exploring several alternatives of HAMA; with a focus on their methodological weaknesses. This paper highlights three emerging novel methodologies, which complement the relative strength of the conventional approaches. Findings suggest that the main research evidence which summarizes the weaknesses in the conventional measures is; their inability to incorporate sustainability features and over reliance on economic dimension. While the complexity of emerging methodologies, though deepen the overall understanding of multiple concerns that breed HA problems. But are less transparent, more data intensive, and their computation is very demanding, with a high tendency that their complex nature could weaken their uptake by researchers. This study raises concern over the nearly sole reliance on the conventional approaches in the reformations of policy instrument, despite their overwhelming weaknesses. It reiterates the need for reconsideration and offers new insight, but not conclusive information on better ways to conceptualize and measure HA.

With the 58 th Government's Urgent Action Plan, including countrywide housing program, Housing Development Agency (HDA) has been one of the most influential actors in the construction sector. While HDA was leading to mass housing and urban transformation projects, it also targeted to provide housing for low and middle-income households. To do that, it executed various housing implementations in different regions of Turkey. However, the regional contribution of these activities to the housing affordability of households was not considered. Turkish urban policies, which are generally determined without the needs assessments and current situation analysis, are not monitored for their achievement of the expected outcomes or creation of unexpected impacts. On the contrary, a successful policy-making process requires analyzing needs and the current situation and monitoring the results of the implementation. With the country-wide housing program, based on the prevailing discourse of housing shortage and not backed up by scientific assessments, the housing production capacity of Turkey has considerably increased. This study aims at understanding and revealing the main effects of HDA's housing policies and production for low-income households on housing affordability issue. The results of the study indicate that although there are significant improvements in housing affordability of households, housing affordability ratio of regions is still higher than the predefined affordability criterion which is 30%. Even one of HDA's primary target is to provide housing for low-income households, the lack of contribution of its housing production to the housing affordability of low-income groups was observed.Anahtar sözcükler: Bölgesel konut üretimi; düzey 1; konuta ekonomik erişebilirlik; konut politikaları; TOKİ.Bu çalışmanın ilk hali 16. Residing without settling: Housing market and tactics of Syrian forced migrants in Turkey

How do forced migrants from Syria cope with structural barriers to housing in urban centres in Turkey? More than 3.6 million Syrian refugees have lived in different cities in Turkey since the closing of the temporary accommodation centres in 2018. This study examines the agency of Syrians and their housing pathways in securing accommodation in a neoliberal housing market amidst increasing unwelcoming attitudes by the local population, no social housing, high dependence on rental housing prone to price hikes, and “temporary protection” legal status. Based on analysis of data from 34 semi‐structured interviews with forced migrant Syrians and 20 expert interviews in Gaziantep, a city close to the Turkey‐Syria border with a substantial Syrian population, the research identifies four tactics that characterise housing pathways of Syrian forced migrants: (1) acting through local community members, (2) working with a Syrian mediator, (3) settling down in Syrian‐only buildings or informal settlements, and (4) purchasing a house through circumventing the legal ban on property ownership. The study concludes by highlighting that while these tactics are necessary for meeting forced migrants’ immediate housing needs, they are far from sufficient in preventing exclusion in the Turkish housing market.
