The rapid urbanization of China and associated demand for land resources necessitates remediation, redevelopment, and reclamation of contaminated soil. Before these measures are taken, a basic investigation and inventory of heavy metal (HM) pollution levels in contaminated soil is necessary for establishing and implementing the redevelopment plan. In the present study, to identify the policy implications of inventorying and mapping HM pollution of soil in brownfields throughout China, the Bayan Obo giant rare earth element (REE)-Nb-Fe ore deposit of Baotou in Inner Mongolia, China, which is the largest REE mineral deposit in the world, was taken as a case study. Soil samples from 24 sites in Bayan Obo mining area (MA) and 76 sites in mine tailing area (TA) were collected for determining contents of soil HMs (Cr, Cd, Pb, Cu, and Zn). The results showed that the average concentrations of Cr, Cd, Pb, Cu, and Zn in both MA and TA were all higher than their corresponding background values for Inner Mongolia but lower than the Class II criteria of the National Soil Quality Standards of China (GB 15618-1995). Enrichment factor (EF) analysis of the soil samples indicated that the soil in the brownfield sites was highly enriched with Cr, Cd, Pb, Cu, and Zn compared to the corresponding background values. In MA, the EF for Cd was the highest among the studied elements, while in TA, the EF for Cr (3.45) was the highest, closely followed by the EF for Cd (3.34). The potential ecological risk index (RI) indicated a moderate potential ecological risk from the studied HMs in MA and a low potential ecological risk in TA, and the results of RI also suggested that the soil was most heavily polluted by Cd. According to the spatial distribution maps of HM, contamination hot-spots were primarily located near mining-related high-pollution plants. Based on the results, policy recommendations are proposed related to brownfield management in urban planning.

The soil sample obtained from shooting area contaminated with Pb, Cu, and Zn was investigated to determine the chemical forms of heavy metals with Tessier's sequential extraction method, which is constituted of five fractions such as 'exchangeable', 'bound to carbonate', 'bound to oxide', 'bound to organic matter', and residual fractions. The amount of organic matter was measured by loss on ignition (LOI) and then the results of 'bound to organic matter' and LOI were compared. The sequential extraction results show that 4.7%-45% of Pb, 6.2%-25.9% of Cu and 3.9%-15.3% of Zn belong to the 'bound to organic matter' fraction, but LOI result shows that only 1.0%-2.8% of organic matter exists in the soil sample. In heavy medium separation tests, because Pb and Cu extracted in 'bound to organic matter' and residual fractions were removed, the heavy metals in the fractions would exist as heavier forms. These results suggest that the part of heavy metal extracted in 'bound to organic matter' fraction would result from the oxidation of metallic forms by hydrogen peroxide and nitric acid used in the fraction, and, consequently, that the 'bound to organic matter' fraction should be investigated in detail to determine the removal method and treatment capacity when the Tessier's sequential extraction method is used to examine heavy metal contaminants resulted from elemental metal like bullets.

Measuring the Performance of Industrial Green Development Using a Non-Radial Directional Distance Function Approach: A Case Study of Jiangxi Province in China

Abstract:The industrial sector is a major contributor to resource consumption and environmental pollution in China. The energy-intensive industrial development and energy structure are dominated by coal, which has produced an enormous amount of industrial pollutants in China, and put great pressure on the ecological environment. Hence, improving the performance of industrial green development (PIGD) has become an urgent task of utmost importance. This study applies a global non-radial directional distance function to estimate the PIGD for Jiangxi Province during [2003][2004][2005][2006][2007][2008][2009][2010][2011][2012][2013][2014][2015], and provides targeted policy suggestions. The empirical results show a rising trend in the PIGD in Jiangxi Province. At the city level, Nanchang and Fuzhou performed considerably better than other cities in regards to their PIGD. However, the poor environmental performance caused by the excessive discharge of industrial pollutants has also hindered its PIGD. Most cities in Jiangxi Province failed to efficiently use resources, especially energy and labor, in industrial production. The results of the influencing factor analysis show that the performance of industrial green development in Jiangxi could be improved through increasing per capita GDP, decreasing the share of coal consumption in the total industrial energy consumption, and decreasing the share of industrial GDP in the total GDP. Furthermore, a more efficient use of environmental management investment funds and timely transfer of the surplus industrial labor are needed.
