Cultural tourism has received widespread attention for its role in promoting cultural heritage and economic growth. However, there is insufficient research regarding how to verify the synergy between culture and tourism and how to ensure its sustainability in the integration of the cultural and tourism industries (CTI). This study establishes an interdisciplinary composite analytical framework from the perspective of efficiency evaluation. China, a country that has advocated the integration of CTI since 2009, is the research setting. The findings indicate that the technical efficiency of the tourism industry has increased significantly since the involvement of the cultural industry. Meanwhile, economically underdeveloped regions have opportunities to catch up with developed regions in terms of technical efficiency, and they perform better in terms of sustainable productivity growth. Importantly, U-shaped and inverted U-shaped curves were found in the coordinate systems composed of groups comprising the coupling coordination degree and the efficiency-related index, respectively. However, there is still insufficient research regarding how to verify this synergy and how best to sustain it during the integration of the culture and tourism industries (CTI). Quantitative research in the related field only focuses on a single sector from an efficiency evaluation perspective [11][12][13] or on the degree of coupling coordination between them [14]; it is still rare to regard culture and tourism as industries and explore the synergy between them from an interdisciplinary point of view.By regarding the CTI together as a complete system or black box, in this study we established a composite evaluation framework consisting of three dimensions from the perspective of efficiency evaluation, to measure the technical efficiency, sustainable productivity growth, and coupling coordination degree. Specifically, the slacks-based measure (SBM) model of data envelopment analysis (DEA), the Malmquist index of total factor productivity (TFP), and the coupling coordination degree model were applied in the research. The traditional development model of high consumption and low efficiency approaches the threshold of resource and environmental carrying capacity, bringing a series of severe social and ecological environmental problems, and it is urgent to realize green development transformation. Based on a multidimensional perspective, this paper constructed a comprehensive evaluation system for urban green development along the Yellow River Basin (YRB). Entropy method, exploratory spatial data analysis (ESDA) model, and trend analysis were used to measure and characterize the spatiotemporal evolution of urban green development index (UGDI) along the YRB in 2008, 2013, and 2018, and geographically weighted regression (GWR) model was used to explore the influencing factors of urban green development. The results are as follows: (1) the UGDI along the YRB showed a slow upward trend, but the absolute value was relatively low, mainly concentrated in 0.2699–0.3799. (2) The UGDI had obvious regional differences, and cities such as Baotou and Zibo showed a “high-high” agglomeration, while most cities in the midstream showed a “low-low” agglomeration, and in terms of space, they were “high in the east and west, low in the middle” and “high in the north and low in the south.” (3) Influencing factors had different degrees of impact on the UGDI. Economic, industrial, urbanization, and green infrastructure factors played a positive role in promoting the urban green development, while the relationship between governance, technological factors, and green development varies from city to city.

Based on the theory of strong sustainability, this paper evaluates the ecological environment from two aspects of ecological environment construction and ecological environment damage, and incorporates the ecological environment into the research framework of total factor productivity (TFP), and proposes a new ecological total factor productivity (ETFP) index, and studies the source of factors, spatial-temporal evolution and spatial convergence of the ETFP in China from 2001 to 2018. The results show the following: ETFP is driven by technological efficiency, and the stage fluctuation differentiation is obvious; the growth rate of the sub-factors of the “labor —energy — ecological environment construction — capital” decreases in sequence, and the contribution degree of the factors of “labor — ecological environment construction — energy — capital” keep decreasing in turn; the distribution pattern evolves from unipolar to bimodal. The path dependence of TFP on capital, labor and energy is relatively strong; There was a spatial convergence in china's provincial ETFP, and convergence speed was accelerated of 4.07% under Geo-economic weight matrix. Considering the influence of institutional factors, environmental decentralization and fiscal decentralization can put off the ETFP’s increasing speed, but the interaction between them can drive the ETFP’s growth.
