At present, the whole life cycle management stage of digital construction of power grid enterprises is generally set in one-way form, and the limitation of the control scope of power enterprises leads to the decline of the optimal ratio of life cycle management. Therefore, this paper puts forward the design and verification research on the whole life cycle of digital construction of power grid enterprises based on product concept. First, we can design the idea of life cycle management, adopt a multi-objective approach, break the restrictions on the control scope of electric power enterprises, establish a digital life cycle management stage of multi-objective enterprises, design a product concept life cycle management model based on this, and adopt a "demand library" to track and control and strengthen the practice of life cycle construction. The test results show that the final optimal ratio of life cycle management can reach above 16 for the 7 selected life cycle management test unit areas, which shows that with the assistance and support of product concepts, the currently designed life cycle practice management mode of digital construction of power grid enterprises is more flexible, changeable and effective, which can ensure the life cycle practice and effect of digital construction of power grid enterprises in different background environments and has practical application value.

Through a study of the U.S. Army Corps of Engineers' (USACE) environmental assessment (EA) of the Dakota Access Pipeline's crossing of Lake Oahe near the Standing Rock Sioux Reservation, this paper explores regulatory agencies’ “interpretive implementation.” We find that, in implementing the National Environmental Policy Act and Executive Order 12898 on Environmental Justice, USACE “scope-shifted”—facultatively expanding and contracting the scopes of its spatial, scientific and cost–benefit impact analyses—to expedite industrial expansion, contravening the policies’ original intents. In doing so, USACE's EA created various energy injustices by excluding local tribes (especially the Standing Rock Sioux and Cheyenne River Sioux Tribes) and their concerns, e.g. treaty rights, local histories, climate change and especially potential oil spills with impacts on human health and subsistence resources. We analyze this scope-shifting through the lens of Karl Polayni's double movement between socioenvironmental protections and capitalist development. We elaborate this framework further via a triple-helix model that analyses ideologies, power relations and policies (here further complicated by both “law” and “interpretation” threads), as three intertwined strands that pull with or against each other, jointly progressing toward greater rights for vulnerable communities, “retrograding” toward earlier, oppressive conditions or simply stagnating. Ultimately, we argue that understanding scope-shifting and other forms of interpretive implementation as threads within the triple-helix policy strand, in dynamic tension or synchrony with other threads and strands, can help explicate agency decision-making processes. We hope that this conceptualization can elucidate the capacity of seemingly mundane bureaucratic practices for exacerbating, or potentially alleviating, energy injustice.

The rapid expansion of solar and wind energy projects is raising questions of energy justice. Some scholars argue that solar and wind project development could burden under-resourced communities with negative impacts such as environmental harm and reduced access to resources. Conversely, other scholars argue that project development could be a boon to under-resourced communities, providing local economic and cultural benefits. Here, we analyze the drivers of solar and wind project siting patterns in the United States and explore their potential energy justice implications. We find that siting patterns are driven primarily by technoeconomic factors, especially resource quality and access to open undeveloped spaces. These technoeconomic factors channel projects into sparsely populated rural areas and, to a lesser extent, areas with lower income levels. We avoid simplifying assumptions about the broad justice implications of these siting patterns and explore our results from multiple perspectives.
