“…It was found that the inconsistencies in Standard 1 "Policy (objectives, development strategy) and quality assurance procedures for educational programs", Standard 2 "Approval, monitoring and periodic evaluation of educational programs", Standard 3 "Assessment of students' knowledge / competencies", Standard 4 "Quality assurance and competence of the teaching staff" account for 80% of comments, shortcomings, recommendations of external expert commissions. This indicates that the main problems of Russian education are concentrated in the formation of goals and strategies for the development of educational programs [22,25], the actualization of their content, the functioning of the quality assurance system, and the capacity building of students and teachers. At the same time, the level of availability of educational and material resources, the level of development of the information system and public information systems are suffi cient.…”
