The combination of knowledge innovation and technology innovation provides vitality for social science and technology innovation. China leaps into the front ranks of the world in the 2021 Global Innovation Index (GII). Therefore, this research takes China's theoretical-application innovation as the research object and empirically analyzes measure the innovation efficiency of knowledge innovation dominated by universities and technological innovation dominated by enterprises in China, as well as the gravity-center migration trajectory. The results show that the ranking of overall efficiency of theoretical innovation-application innovation is eastern region > central region > western region. Knowledge innovation presents a drag on overall efficiency, while technology innovation offers a contribution to overall efficiency. In the analysis of PIE (R&D personnel of industrial enterprises above a designated size) variables, the efficiency value is relatively low. The peak value of kernel density increases in the eastern, central and western regions, namely the concentration degree of theoretical innovation-application innovation efficiency in China has risen. The gravity center of each stage migrates to the eastern region, meaning the efficiency value of China’s theoretical innovation and application innovation increases more significantly in the eastern region. From the perspective of knowledge innovation and technology innovation, this paper puts forward suggestions for China and provides some references for other developing countries.

One of the efforts to accelerate regional development can be done through regional innovation. These efforts in Indonesia have been implemented in recent years, but in the Province of Papua, there is still no real form of regional innovation that can be utilized. Therefore, the effort it takes is outlined in the monitoring and evaluation model of regional innovation in the Province of Papua. The purpose of this study is to determine the readiness of the service agencies in the implementation of regional innovation and to analyze the model service agency through the monitoring and evaluation of regional innovation in the Province of Papua. The parameters of the monitoring and evaluation consist of the annual work plan; monitoring and supervision framework; monitoring and surveillance tool as well as the system of collection of data; analysis, dissemination, and Use of Monitoring and data; and contributing to learning. Exploration methods were used in the research to discover the problem of the readiness of the service institutional innovation regional and reinforce the concept of regional innovation in the scope of the monitoring and evaluation model qualitatively. The study locations are in the Province of Papua, with a study period of February until August 2021. Secondary Data derived from the regional location of the study in the form of a Data Work Plan of the apparatus of the regional innovation proposals regional, and regional readiness in the regional innovation. Institutional value is very high and evaluating internal and external. This evaluation is carried out by way of participating with the involvement of the recipient. The findings of the evaluation are discussed internally and are divided in proper format with the testator, and other stakeholders. Decisions and adjustments always follow from the evaluation. The institution has been able to draw lessons from the evaluation. The monitoring and evaluation model in this study can be an alternative reference for the implementation of the regional innovation with the limitation on the annual work plan supported by the supervision of regular and supervision of the use of surveillance and the tools and data collection systems are analyzed that can be used for learning the constitution.

The Impact of the Consistency Evaluation Policy of Generic Drugs on R&D Investment Intensity of Pharmaceutical Companies—An Empirical Study Based on the Difference-in-Differences Model

In 2016, China began to execute the consistency evaluation policy of generic drugs. Many scholars believed that the policy would stimulate pharmaceutical firms to increase R&D investment with a theoretical perspective, but few have conducted empirical studies. Therefore, we conduct a difference-in-differences (DID) model and use panel data of 111 A-share listed pharmaceutical firms from 2012 to 2020 to empirically study the impact of the consistency evaluation policy of generic drugs on pharmaceutical firms' R&D investment intensity. The result shows that the policy has a significant positive impact on the R&D investment intensity of firms with chemical generics, robust under the test for parallel trend test, placebo test, and the propensity score matching and difference-in-differences (PSM-DID) test. In addition, we further analyzed the impact of this policy on the R&D intensity of pharmaceutical firms according to the heterogeneity of enterprise's operational nature, regional distribution and profitability. From the perspective of time changes and the average effect, the R&D investment intensity of private pharmaceutical firms is more affected by the policy than state-owned enterprises; the R&D investment intensity of pharmaceutical firms in the eastern region is more affected by this policy than those in the central and the western; the R&D investment intensity of high-profitability pharmaceutical firms is more affected by the policy than those with low-profitability. The consistency evaluation policy is still being implemented, and its impact on pharmaceutical firms needs to be studied from different empirical research perspectives in the future.
