HIGHLIGHTS• The Anthropocene compels unlocking of ocean-related network capabilities.• Orchestration of local, regional, and global knowledge networks can augment transformative capacity.• Transdisciplinary network diagnostics are promising social learning tools.• Strategic advice for transformational research in ocean territories are provided. This paper dedicates to understanding of what is needed to achieve the transformation of ocean governance. Based on the theory of transformative agency conceptualized in a multi-level governance context, we build on recent novel inter-and transdisciplinary research in Brazil to explore the opportunities for transformation in the dynamic, complex, and multi-level field of ocean governance. We focus this analysis on three transformation processes toward developing a socially and ecologically coherent marine protected area network as the core of a marine spatial planning process for enhanced ecosystem-based polycentric governance of the country's Exclusive Economic Zone. The findings illuminate leverage points for achieving (much needed) transformation in Brazilian ocean governance and potentially beyond. These include: connecting transformative actions into coherent narratives and testing strategic advice derived from theories of transformative agency to promote regime shifts in ocean governance systems; setting of more ambitious social mobilization targets; fostering orchestration of knowledge-networks considering multiple issues, territorial and institutional levels; implementing institutional learning experiments; supporting transformational trajectories toward co-evolutionary, polycentric, ecosystem-and area-based ocean governance systems; and pursuing gradual, incremental structural understanding of Gerhardinger et al. Healing the Blue Amazon with Knowledge-Action Networks a given knowledge network field as a major driver of catalyzing transformative change. Hereby, this article advances understanding of how to better navigate the transformation toward enhanced sustainability in an important part of the Atlantic and hence of our global ocean.

This chapter investigates governing interactions at the Baleia Franca Environmental Protection Area (Santa Catarina state, South Brazil) as an example of new opportunities and challenges to scale-up small-scale fi sheries governability through Marine Protected Areas (MPAs). Previous studies on MPAs in Brazil highlight the innovative aspects of these governing systems such as their well-functioning, active, and progressive management councils. We describe the increasing response of the governing system to fi sheries issues that are largely aligned with governance paradigms of collaboration and social learning. Despite all efforts and some notable accomplishments in responsiveness and performance, we point out the challenges related to the mismatch between the governing system and the systems-to-be-governed that hinders fi shers' political agency and limits small-scale fi sheries governability at broader territorial levels. We identify and analyse the wicked problems faced by actors engaged in processes of transformation in coastal-marine governance and provide suggestions for improving governability.

Bottom-up participatory processes to create and manage no-take marine protected areas have been proposed as a way to scale-up marine conservation and deal with the lack of support and compliance of top-down conservation approaches. However, bottom-up conservation does not always lead to positive outcomes, thus it is increasingly important to understand the conditions that determine the establishment and implementation of these initiatives.2. Establishment and implementation processes were compared empirically for two contrasting bottom-up no-take marine protected areas that have been developing under the same political setting, however, one has been successful and the other has stalled.3. Using mixed methods, stakeholders' (a) motivations to participate in the no-take marine protected area initiatives, (b) communication, support and information flow networks, (c) perceived participation, and (d) satisfaction with the establishment process of the bottom-up no-take marine protected areas, were assessed. 4. Non-significant differences were found between the two initiatives in terms of stakeholders' motivations to create a no-take marine protected area. 5. Significant differences were found in stakeholders' communication, support and information flow networks, in addition to differences in participation, and satisfaction with the establishment and implementation process.6. Results highlight that for the implementation and consolidation of bottom-up no-take marine protected areas initiatives, common interests do not necessarily lead to common action, partnerships will not emerge automatically in response to potential benefits. 7. Understanding disparities in participation, information sharing and communication are key aspects which must be considered for creating and supporting successful marine protected areas based on bottom-up participatory processes.
