Serious games are games with specific purposes that go beyond entertainment and are utilized for a wide range of purposes. This article sought to investigate whether serious games can conceptually be considered as social innovation tools and be used to achieve social innovation goals based on studies surrounding both subjects. A two-phase research was carried out, the first being a literature review of qualitative nature of publications that characterized the subjects around serious games and social innovation, and the second being an investigation of four existing serious games to evaluate whether the link between both subjects could be found in real cases. The study allowed the creation of a table identifying in the serious games different social innovation reoccurring themes gathered in the first phase of the research. The results also suggest that the concepts and objectives of serious games and social innovation have many correlations, such as both being considered creative strategies to present solutions to minimize social problems, social innovation being a broader concept that encompasses different methods, and serious games being considered one of them. Therefore, it was concluded that serious games indeed can be considered tools for social innovation, answering the main question of the article.

Objective: The purpose of this article is to compare the actions of UNIFESSPA for the territorial development of the municipalities in their campuses. The second objective is to present the budget management trajectory in the years 2015 to 2020 in the institution, as a source to subsidize the actions of its provinces.
Methodology: Institutional documents were analyzed, National Policy for Regional Development (NPRD), 2005, the Institutional Development Plan of UNIFESSPA 2014-2020 and the Management Reports 2015, 2016, 2017 and 2018, and the Budget Management Plans of 2019 and 2020.
Results: The resource framework of UNIFESSPA in the years 2015 to 2020 corroborates to measure the growth of the institution, however, there was a continuous fall in resources from the federal government, via the Ministry of Education, which can hinder the strengthening of the university's actions.
Limitation or implication of the research: The main limitation is related to obtaining the new version of the Institutional Development Plan for the next quadrennium, 2020-2024.
Originality: Present the relationship between (NPRD) and the Federal Government's Program to Support Plans for Restructuring and Expansion of Brazilian Federal Universities, delimited by the case of UNIFESSPA in Southern Pará, from 2013 to 2020.

O presente trabalho tem por objetivo analisar a estrutura e o funcionamento do Conselho Gestor Compartilhado do Parque Nacional da Serra do Cipó (PARNASC) e da Área de Proteção Ambiental Morro da Pedreira (APAMP), localizadas na região central de Minas Gerais, de maneira a compreender sua efetividade na construção de processos mais democráticos de governança e desenvolvimento territorial no contexto dessas unidades de conservação. Ancorado em um viés qualitativo de investigação, os procedimentos metodológicos envolveram: a) pesquisa bibliográfica em artigos nacionais e internacionais, livros, dissertações e teses sobre as temáticas de governança territorial, democracia deliberativa e conselhos gestores de unidades de conservação; b) pesquisa documental em atas de reuniões e regimento interno do conselho dessas UCs, leis de criação, planos de manejo, entre outros; c) acompanhamento de reuniões do conselho, norteadas pelo método da observação participante, e entrevistas semiestruturadas com seus representantes. Os resultados indicam que os Conselhos do PARNASC e da APAMP enfrentam ainda muitos desafios quando se considera o papel dessas instâncias na consolidação de um caminho de ordenamento territorial que se pretenda mais democrático e inclusivo, com maior autonomia e identificação/vinculação com as vocações, demandas e interesses coexistentes na Serra do Cipó.
