The COVID-19 pandemic outbreak (in early 2020) has dictated significant changes in society and territories by anticipating trends, changing priorities, and creating challenges, which are manifested in the territories. These are influenced by the levels of economic, cultural, and social restructuring, in the measures implemented by public administration or in attempts to redefine strategies for tourism destinations. This paper examines the perceptions and behaviors of tourists before and during COVID-19 in the municipality of Porto, the main area of the Porto Metropolitan Area, in Portugal. Research was based on the application of a questionnaire survey, probing the sensitivity of tourists to the crisis in the decision-making of daily routines, as well as future travel plans in the presence of a serious health concern. A total of 417 surveys were collected in the summers of 2019 and 2020. In addition to descriptive statistics, this paper also includes the results of the analysis of explanatory factors, being a reference for future studies. There were significant changes in the use of public space and the way tourist visits are handled, namely: (i) the concentration of visiting time (shorter visit than usual in certain tourist profiles); (ii) spatially limited visiting areas; and (iii) the ability to attract standard tourists from certain countries where tighter lockdown rules were imposed. Main implications of this study are reflected in the challenges that are imposed on the local agenda, where traditional problems are added to the responsibilities in crisis management and the ability to establish a third order of intervention in tourism.

Historical floods of the Douro River in Porto, Portugal (1727–1799)

Extreme meteorological events have had devastating consequences all over the world throughout the ages. In this study, we look into the floods at the mouth of the Douro River (Porto, Portugal) in the eighteenth century to expand the data series of floods in Northern Portugal. Information was gathered mostly from documentary narrative sources, either individual or institutional (administrative and ecclesiastic), some of which include reports of Pro Serenitate ceremonies. A study by the priest Rebelo Costa (1789) and the memories of the merchant Ignacio Henckell from 1717 to 1800 stand out among the individual sources. We concluded that there was great interannual variability in the occurrence of the 54 recorded floods, the highest number of which occurred in the 1780s. The “catastrophic” floods were recorded in 1727, 1739, 1769, 1774, 1777, 1788 and 1798, four of which are studied in detail in this paper. The greatest number of flood events took place in winter and autumn, and most of them lasted between 1 and 3 days. An analysis of the description of the floods, their impacts and the associated meteorological causes was carried out. In most cases, the frontal activity associated with Atlantic cyclonic systems was the cause of positive precipitation anomalies in NW Iberia. The great variability in heavy precipitation was confirmed by the new data. However, hardly any temporal simultaneity was found with other case studies in Southern Europe, except for Spain, especially several localities of Galicia and the mid Douro Valley (Zamora).

Static Liquefaction Assessment Combining Shear Wave Velocity, Peak Strength and Soil Grading

A large set of undrained compression triaxial tests was carried out on different types of cohesionless soils, from sands to silty sands and silts. Shear wave velocity measurements were also carried out. These tests exhibit distinct state transitions ranging from flow liquefaction to strain softening or strain hardening. With the purpose of defining a framework to assess soil liquefaction, it was found that the ratio between the shear wave velocity (VS0) and the peak undrained deviatoric stress (qpeak), VS0/qpeak, could be accurately used to define a boundary between liquefaction and strain hardening for sands and between strain softening and strain hardening for silty sands and silts. Since this ratio is a function of the tested material, the prediction of these boundaries can be made as a function of soil grading, namely via the coefficient of uniformity, CU. Despite not being regarded as a strong geomechanical parameter, CU is easily determined from a grain-size distribution test and has an empirically proven correlation with critical state parameters.
