Transportation infrastructure investment can play a significant role in promoting urban development. How can governments finance expensive rail transit investments and promote urban development in lagging regions? This paper reviews a case in Chongqing, China, a municipality that proactively invested in rail transit development through a mechanism of land value capture and guided rapid urbanization. We use path analysis to test the assumption that the rail transit system investment, which is directly linked to the amount of available government reserve land, was an important determinant in promoting urban development. We found that the availability of government reserve land alone cannot promote urban development. However, building transportation infrastructure on government reserve land serves as the catalyst to foster urban development. We see this development-oriented investment and financing approach as promising for raising funds for rail transit investment in other lagging regions in the world.

Efficiency Assessment of Measures to Increase Sustainability of the Transport System

This paper considers managerial approaches to increase efficiency of the urban transport system such as promotion and integration of sustainable modes of transport, development of public transport route network, renewing the existing vehicle fleet and shift to environmental friendly fuel types in the public transport system. To assess such kind of efficiency, it is proposed to take into account the economic viability of suggested solutions as well as their influence on social sphere, environmental friendliness and sustainability of the urban transport system. The city of Naberezhnye Chelny (Russia) was chosen for the case study, where the following measures were modelled: changes of bus route network and choice of an optimal fleet on routes depending on passenger flow by hours of day. In addition, the efficiency of these measures were assessed. To evaluate the sustainability of the proposed route network, the method of “radar map” was used, which shows both strengths and weaknesses of selected indicators. Together with this evaluation, analysis of risks in managing the urban bus transportation was carried out.

This article provides an original review to analyse the concept of walking distance and its evolution over time as estrategy for the public transport integration in the urban environments. Methodology It has been undertaken a literature review about: the evolution in the different approaches on the concept of walking distance; its implications within the context of different transport modes; the type of measure in use; the distances considered; and the factors linked to walking distance that are taken into account. Conclusions The results obtained show how light rail systems and urban bus transit have a greater urban integration potential. These transport modes tend to consider walking distance based on survey systems and considering a high number of factors linked to walking distance. The article concludes making clear the need to incorporate indicators related to the urban environment and the population in the assessment of the accessibility based on walking distance to public transport. This is expected to promote more environmentally integrated transport networks able to better meet the needs of users. Originality Despite the long history of town and transport planning, there is still little academic review on the concept of pedestrian distance to public transport and its implications.
