“…Over the last two decades, States have continuously revised whether and how people who make their permanent residence outside the boundaries of their country of origins may participate in their home-country elections (Bauböck, 2005;Ellis, Navarro, Morales, Gratschew, & Braun, 2007;Hutcheson & Arrighi, 2015;Lafleur, 2015;Turcu & Urbatsch, 2014).
