Background: Big data and predictive analysis have been hailed as the fourth paradigm of science. Big data and analytics are critical to the future of business sustainability. The demand for data scientists is increasing with the dynamic nature of businesses, thus making it indispensable to manage big data, derive meaningful results and interpret management decisions.Objectives: The purpose of this study was to provide a brief conceptual review of big data and analytics and further illustrate the use of a multicriteria decision-making technique in selecting the right skilled candidate for big data and analytics in procurement management.Method: It is important for firms to select and recruit the right data analyst, both in terms of skills sets and scope of analysis. The nature of such a problem is complex and multicriteria decision-making, which deals with both qualitative and quantitative factors. In the current study, an application of the Fuzzy VIsekriterijumska optimizacija i KOmpromisno Resenje (VIKOR) method was used to solve the big data analyst selection problem.Results: From this study, it was identified that Technical knowledge (C1), Intellectual curiosity (C4) and Business acumen (C5) are the strongest influential criteria and must be present in the candidate for the big data and analytics job.Conclusion: Fuzzy VIKOR is the perfect technique in this kind of multiple criteria decisionmaking problematic scenario. This study will assist human resource managers and procurement managers in selecting the right workforce for big data analytics.

The participation of citizens in decision-making processes is one of the main concerns in urban planning. People's contributions increase the usability and efficiency of urban facilities. Hospitals and healthcare services are among the most important public facilities that citizens require. This paper aims to improve an approach that could locate the hospitals according to the citizens' preferences. Decision-making process in this situation should consider the uncertainties exist in any steps of decisions-making. In this regard, this paper applied Fuzzy-VIKOR method that is appropriate to model such kind of uncertainty. The proposed method was accomplished in Districts 6 of Tehran province. The achieved results were compared with each other in two different scenario (using expert knowledge and citizens' satisfaction). The comparison of the results showed that the more suitable distribution and density of proposed sites for hospitals must be observed if the citizens' perspectives were considered. Also, the proposed sites with experts follow urban planning principals rather than the second case.

Abstract-The paper is devoted to classification of MEDLINE abstracts into categories that correspond to types of medical interventions -types of patient treatments. This set of categories was extracted from Clinicaltrials.gov web site. Few classification algorithms were tested including Multinomial Naive Bayes, Multinomial Logistic Regression, and Linear SVM implementations from sklearn machine learning library. Document marking was based on the consideration of abstracts containing links to the Clinicaltrials.gov Web site. As the result of an automatical marking 3534 abstracts were marked for training and testing the set of algorithms metioned above. Best result of multinomial classification was achieved by Linear SVM with macro evaluation precision 70.06%, recall 55.62% and F-measure 62.01%, and micro evaluation precision 64.91%, recall 79.13% and F-measure 71.32%.
