Abstract:A strategic analysis of an ongoing brownfield management conflict in Elmira, Ontario, Canada is conducted using the Graph Model for Conflict Resolution. This investigation of the situation as it existed in late 2016 constitutes an expansion of an earlier analysis of the dispute which focused on cleansing the groundwater aquifer, polluted by a chemical company in Elmira, to a controversy over the management of the pollution impacts on an adjacent creek. Besides the chemical plant, the other decision-makers involved in the 2016 dispute are the Ministry of Environment and Climate Change of the Province of Ontario, local government, and a citizens' advisory group. The connections of the 2016 conflict to the earlier study which took place in 1991 are discussed and the evolution of the previous situation to the current one is explored in depth, along with strategic insights.

Abstract:The fuzzy preference framework of Graph Model for Conflict Resolution (GMCR), handling both crisp and fuzzy preferences of decision makers (DMs), is capable of calculating and predicting different conflict resolutions (equilibria) according to DMs' different satisficing criteria. Employing this methodology, a water contamination conflict occurs at the boundary of Jiangsu and Zhejiang provinces in China is investigated to provide strategic insights for both practitioners and researchers of the conflict. Additionally, a useful tool called fuzzy option prioritization, which can efficiently represent both crisp and fuzzy preferences of DMs, is introduced briefly and applied to elicit DMs' preferences in the modeling process of the water pollution dispute. The analysis results demonstrate the applicability of the fuzzy preference framework of GMCR for systematically modeling and analyzing real-world water resources conflicts, and the usefulness of the fuzzy option prioritization technique for simplifying the process of obtaining DMs' fuzzy preferences.

A Consensus-Building Support System for Water Environment Governance Based on Multi-Criteria Decision Making

In this study, we propose a consensus-building support system to engage various stakeholders, transparently disseminate information, ensure objective decision-making, and reflect the view of each stakeholder as a methodology or tool for resolving conflicts that may arise in the process of implementing water environment policies and plans. The system suggests ways to resolve issues by engaging all interested actors and not just a few influential groups of stakeholders imposing their solutions upon local users. The system provides an environment where stakeholders can find solutions to conflicts through their own efforts, mediating competing interests through the interactions such as negotiations and conciliation to reach a consensus. To verify the applicability of the proposed consensus-building support system, simulated role-playing albeit restricted was conducted on the case of the Hantangang Dam construction. The simulation validated that open discussions and negotiations with the local community or NGO by the government increased the efficacy of negotiations.
