Avoiding ruptures in educational trajectories due to social problems demands synergic actions between social policy and educational policy. This research gives an account of the elements that affect the articulation between these two policies, based on an instrumental case study that deepens the difficulties in the implementation process of the commitments assigned by the policy of prevention and eradication of child labor to the system educational. For the reconstruction of the case, policy documents of the last two decades were analyzed and 42 actors were consulted at different levels of the education and protection system in Colombia and Bogotá. It is found that the knowledge and interpretation of child labor, the articulation between the different levels of the educational system, and the technical and operational capacity of the actors that must implement the actions established by the policy of prevention and eradication of child labor inside the educational institutions, are indispensable factors to respond in a pertinent way to the reality of working students.

Public colleges and universities rely increasingly on tuition to subsidize their operations, and how they price their tuition is important for many reasons, including who can access higher education, the financial stability of the institution, what labor costs can be paid, etc. In the early-1970"s, two scholars created a sliding scale for tuition pricing based on the assumption of state-citizenship. As costs have risen in higher education and public subsidies have not grown, there is a need to reconsider some of these tuition pricing models and to examine their potential to secure the financial stability of public higher education. Through an analysis of tax-related and tuition pricing data, the current analysis identified that the Hanson-Liethen sliding scale model does have several distinct advantages over the incremental-based tuition pricing at one case study institution, but that the model did not return significantly more money to the institution, thus, not providing a strong rationale for the model"s adoption at the case study institution.

Unexpected Realities: Lessons from China’s New English Textbook Implementation

Although studies have been done in China’s large cities on education policy issues, research is lacking on China’s smaller towns, which are more indicative of the situations throughout China. This article presents lessons learned from studying Chinese English teachers at four different schools that were adopting new English textbooks, in accordance with revised national education policy. Using conflict theory and social action theory as an analytical lens, and combining ethnographic and naturalistic inquiry as research methods, the article reports on the conflicts that the Chinese English teachers confronted as they were adopting the new English textbooks at the classroom level. Analysis of the implementation conflict resulted in lessons learned related to the influence of the traditional cultural and education structures, the impact of policy implementation contexts, and the availability of support systems for teachers. The lessons indicate that future education policymakers in both China and the United States need to be mindful of obstacles that teachers struggle to overcome when implementing new policies.
