Climate change is one of the most important issues of our time. However, its diffuse and complex nature makes it difficult to find global and effective solutions, as these require multi-scale contributions. Although the international climate regime primarily involves states, actors from other levels of government also have active international climate agendas. This is certainly true of several Canadian provinces. The objective of this study is to provide a comprehensive portrait of the paradiplomatic actions that Canadian provinces have undertaken around climate change. The comparative analysis presented here is based on a conceptual framework that distinguishes three types of paradiplomatic instruments: institutionalization, the use of intra-state routes, and the use of extra-state routes. Our analysis shows that Canadian provinces pursue similar paradiplomatic strategies, but that their intensity and sustainability vary widely according to the availability of economic and human resources, as well as political will.

From the year 2000 on, Chechen official international relations – called “paradiplomacy” – have centered around legitimacy-building, security cooperation and investment attraction, priorities set by the republic’s first official, pro-Russian president, Akhmat Kadyrov (in office 2000–2004). Kadyrov’s successors, Alu Alkhanov (2004–2007) and Ramzan Kadyrov (2007–to date) developed Grozny’s international engagements further, introducing new partners – such as China – and new dimensions to the external action – such as militarization. At each step, Grozny operated between full autonomy and collaboration with Moscow, involving itself in high-level diplomacy and furthering Moscow’s agenda abroad, primarily in the Middle East. In this article, I argue that Chechen paradiplomacy is an instrument for the inclusion of Chechnya into the governance structures of Russia’s federal order. The argument rests on two premises: Chechnya’s paradiplomacy is framed by the Kremlin’s proactive support and coordination, and Chechnya’s paradiplomacy is closely connected to the Kremlin’s security priorities. Since reincorporation, Chechen paradiplomacy has not been an addition to Russian federal relations but an intrinsic part of the post-2000 political arrangement between Grozny and Moscow. To empirically ground this argument, I trace the evolution of Chechen paradiplomacy across the three post-incorporation presidencies, ending in 2020.

The question of the specifics of the international relations of the regions of Spain with the countries of the Middle East and North Africa is considered. Attention is paid to increasing the paradiplomatic activity of the regions in the context of globalization and the “new” regionalism. The results of a comparative analysis of the international political practices of the studied territories, a comprehensive study of the structure of political, socio-economic and other interaction of the regions of Spain with the territories of the countries of the Middle East and North Africa are presented. The question is raised about the institutional and constitutional design of the international activities of the regions. Particular attention is paid to the platforms of public diplomacy available to the autonomies of Spain. The author’s complex methodological approach is involved, theoretically based on the positions of regionalism and the theory of space. The lack of systematic knowledge about the connectivity of regions in the context of trans-regional integration runs counter to the needs and opportunities for studying the foreign policy of the territories of the European Union, Asia and the East. These circumstances determine the relevance of the research topic and dictate the need for a close study of the regions as territorial, functional and political units with varying degrees of influence in the context of foreign policy interaction. The theoretical scientific significance of solving this problem is substantiated by the formation of a new vision of interregional relations as a resource for mutual socio-economic and value enrichment.
