“…Remarkably, the independent ombudsperson was, as recently as 2005, referred to in one academic article as the 'OSCE Ombudsperson', 11 and in another as an institution 'managed by the OSCE and not by the UN'. 12 What seems to have been largely forgotten by academic observers is that the idea of an ombudsperson for Kosovo predated UNMIK and the OSCE Mission in Kosovo (OMIK), and was always intended to be an 'independent' post.
