The excessive amounts of carbon dioxide produced in particular by mobile sources is a relevant problem for densely populated urban areas. The study represents the estimation of CO 2 masses released by the motor vehicles in one of the Russian Federation regions-Nazran city and Nazran district of Ingush Republic. The main points of research are the identification of periods of maximum and minimum amounts of daily emissions of CO 2 and the charting of daily accumulation of CO 2 emitted into the atmosphere by automobiles in the investigated area. The study includes the comparative analysis of the negative environmental impact of vehicle groups classified by the main consumer feature and the type of used fuel. The article presents the algorithm of calculating the masses of polluting substances emitted by motor transport in the city agglomeration area. The obtained results can be used for the supply air volume calculation based on the accounting for hydrocarbon fuel consumption and finally for the identifying of the ecosystem's carrying capacity.

In the framework of the study is justified the cost and labor intensity of innovations in the field of biotechnology as a need to integrate a large number of economic entities into economic phenomena. Serious shortcomings are revealed in the field of the architecture building of innovative clusters. Given the benefits and drawbacks of the centralized and decentralized control system of clusters, the authors proposed the fundamental architecture of innovative cluster formation, involving collective leadership of cluster by its participants in the form of consortium and take into account the feasibility of cluster using as a space for the new economic entities. The filtering mechanism of cluster participants is proposed in terms of their impact on the innovative cluster development. The improvement stages of diffusion processes of susceptibility by the cluster participants of innovative technologies are determined. The fundamental architecture of the agrobiotechnological cluster, taking into account the distribution between the participants of the integration association, is proposed.

In the period of economic crises and political instability, issues of financial support for small and mediumsized enterprises are of particular relevance. The purpose of this study is to develop a theoretical and methodological model of financial support system for small and medium-sized enterprises at the regional level. As a research methodology, the systematic approach is used, within which the methods of analysis and synthesis are applied. The article presents the model system of financial support for small and medium-sized enterprises developed by the authors on the example of the Kirov region. The aims and goals, principles, forms of financial support and indicators of its effectiveness are defined. It is proposed to use relative indicators of the credit mechanism with the addition of indicators of loan indebtedness of small and medium-sized businesses to assess of effectiveness of disbursing public funds and functioning of financial support system. The findings may be useful in developing the development strategy of small and medium-sized enterprises in the region.
