Over the last decade, the protection of urban infrastructures has become a focus in German security policies. These point not solely to the multiple external infrastructural threats (e.g. natural disasters, terrorist and cyber-attacks), but also to the endogenous risks of cascading failures across geographical and functional borders that arise from interlocking and often mutually dependent infrastructures. As geographical nodes in infrastructurally mediated flows, cities are considered to be particularly vulnerable to infrastructure breakdowns. Their capability to prevent and to prepare for infrastructural failures, and thus to manage infrastructural interdependencies, is seen as a major prerequisite for resilient societies. However, as our article demonstrates, the institutional capacity of the local authorities and utility companies for risk mitigation and preparedness is limited. Drawing on qualitative research in selected German cities, we argue that the governance of critical infrastructures involves considerable challenges: it overarches different, often fragmented, policy domains and territories and institutionally unbundled utility (sub-) domains. Moreover, risk mitigation and preparedness are usually not based on experience from past events, but on destructive scenarios. They involve considerable uncertainty and contestations among local decision-makers. Interviews with local experts indicate that effective governance of critical infrastructures requires more regulatory efforts by national policies. At the same time, they point to the need for identifying and assessing place-based vulnerabilities, for defining locally differentiated mitigation and preparedness strategies and for the training of local utility companies as well as crisis management.

Sociologisk Forskning bad fyra sociologer i Sverige att svara på några korta frågor om coronapandemin och vårt samhälles hantering av den. Deras tidigare forskning har på olika sätt berört olika frågor såsom socialmedicin och medicinsk kunskapsproduktion, sociala nätverks betydelse för smittspridning, samhällets hantering av kriser och risker, genusaspekter av samhällskriser samt dynamiken mellan expertis, politiker och medborgare i beslutsfattande och debatter kring frågor där expertkunskap är centralt. De fyra medverkande forskarna är Erna Danielsson, docent i sociologi vid Mittuniversitetet och föreståndare för Risk and Crisis Research Centre (RCR), som forskar om samhällets krishantering vid såväl vardagskriser som större händelser och specifikt genus och krishantering; Fredrik Liljeros, professor i sociologi vid Stockholms universitet, som genomförde sitt postdoktorprojekt på dåvarande Smittskyddsinstitutet tillsammans med nuvarande statsepidemiologen Anders Tegnell och i dag bedriver forskning om hur människors kontaktnätverk påverkar spridningsdynamik; Shai Mulinari, docent i sociologi vid Lunds universitet, som bedriver forskning om medicinsk kunskapsproduktion, läkemedelsindustrin, epidemiologi och folkhälsa; samt Linda Soneryd, professor i sociologi vid Göteborgs universitet, som forskat om miljörelaterade risker och kriser samt om hur demokrati och deltagande förstås i anslutning till expertfrågor.

Accidents and incidents, such as the capsizing of the anchor handling vessel Bourbon Dolphin in 2007 and the unintended list of the drilling rig Scarabeo 8 in 2012, underline the need for addressing sensemaking in safety-critical situations in the maritime domain to reduce risks. Sensemaking and risks must be understood as a part of the organizational context of the incidents. This paper presents the results of a comprehensive qualitative literature review conducted to establish more knowledge on sensemaking in the context of safety-critical situations and on the relation between the concepts of sensemaking and resilience. In the obtained literature sensemaking is used as a frame of reference for understanding accidents; it is used in relation to critical situations or complex operations in general; it is described by some as a process creating situational awareness; and it is explained by others mainly in terms of how it relates to resilience. Sensemaking creates the context for being resilient; at the same time sources of resilience help to make sense of the situation. Few authors provide explicit characteristics of sensemaking in safety-critical situations, where discrepancies can be supported by redundant systems or by training to ensure the needed questioning attitude. There is a lack of literature regarding sensemaking in safety-critical situations and in relation to resilience that also addresses important aspects of training and system design.
