This article explores the problems of tactical urbanism on the territory of the Russian Federation. The authors trace trends of territory's reconstruction that have developed in the society in recent years to meet the needs of the creative-minded population that forms individual requests for the reconstruction of territories. Since most of the Russian population lives in territories that are the legacy of the Soviet era, which shaped the habitation territories according to the principle of "a factory extension into the residential zone", such territory functioning in cities and settlements dissatisfies the population's new demands. Tactical urbanism is the answer to such demands, perceived as an initiative "from below" for the practical reconstruction of territories. It is precisely because of its peculiarity that tactical urbanism goes far beyond the territory of cities and begins to spread to larger formations. Practical urbanism is a mechanism that is capable of taking the territory to a new level. So far, this area of focus is only emerging in the Russian Federation, and in many respects neither the terminology nor the categorical concepts have yet been perfected. However, from a practical point of view, tactical urbanism is firmly embedded in the daily life of urban areas and territories that go beyond the city limits. It to a great extent determines the appearance of the territories today and makes a "request" for changes towards the authorities. These aspects become the research subject of this study.

Ключевые слова: финансовый механизм государственной поддержки моногородов; моногород; финансовые инструменты поддержки; институты развития.Социально-экономическое развитие России происходит в новой соразмерности, новой координате -пространственной, что требует комплексного подхода к использованию пространства, реализации специфики различных территориальных структур и обеспечению возможностей развития регионов за счет собственных финансовых ресурсов. Однако не все территории могут устойчиво развиваться без финансовой поддержки со стороны государства в силу их узкой специализации, а, следовательно, уязвимости из-за своей зависимости от единственной градообразующей организации. Программа «Комплексное развитие моногородов», рассчитанная на период 2016-2025 годов, включающая финансовый механизм поддержки моногородов, признана неэффективной и досрочно прекращена. На основе оценки состояния моногородов Воркута и Инта показано, что действующий финансовый механизм поддержки моногородов себя не оправдал. Предложено при разработке мероприятий по совершенствованию финансового механизма поддержки моногородов исходить из гипотезы, что города с зависимостью от единственной организации нуждаются в диверсифицированной поддержке, содержание которой должно определяться в зависимости от вида экономической деятельности с учетом негативных факторов, ухудшающих их социально-экономическое положение. Главным критерием финансовой поддержки должна быть ее результативность для поступательного развития моногородов. Сделан вывод о целесообразности выстраивания финансового механизма государственной поддержки с вектором на доступность и качество используемых инструментов в зависимости от сценария экономической политики в отношении моногородов, исходя из их специализации, с учетом негативных факторов социально-экономического развития: диверсификация экономики моногорода, создание кластера на территории моногорода, придание моногороду статуса территории опережающего социально-экономического развития.Keywords: financial mechanism of state support of single-industry towns; single-industry town; financial support tools; development institutions.The socio-economic development of Russia is taking place in a new proportionality, a new coordinatespatial, which requires an integrated approach to the use of space, the implementation of the specifics of various territorial structures and the provision of regional development opportunities at the expense of own financial resources. However, not all territories can develop steadily without financial support from the state due to their narrow specialization, and, consequently, vulnerability due to their dependence on a single city-forming organization.
