Farmland Preservation Verdicts-Rezoning Agricultural Land in British Columbia

Abstract: The Agricultural Land Reserve (ALR) in British Columbia (BC), Canada, is a provincial zoning scheme designed to protect agricultural land from development. Since 1973, landowners have not been permitted to use ALR land for nonagricultural purposes, prompting some to seek recovery of development option value by applying for exclusion from the ALR. Using Geographic Information System (GIS) technology and a binary choice (logit) model, this study examines factors that impact the acceptance of ALR exclusion applic… Show more

“…Our team's own research (forthcoming) shows a loss of about 10% of the agricultural land base in the region. This supports previous work by Stobbe, Eagle, Cotteleer, and van Kooten (2011), who noted that before the ALR was put into place 1.5% of the land base was lost annually. Stobbe, Cotteleer, and van Kooten ( 2009) also remarked on the value of farmland external to simple agriculture: They note contributions to aesthetics, protection against sprawl, and contributions to a vibrant local food sector.…”

“…This is not the case in Nova Scotia today, where farmland abandonment is more common. The 2010 Agricultural Land Review for Nova Scotia noted that past parcelization of properties may have increased the risk of potential farmland being converted to residential development, with risk of such conversions considered high among the many farmable parcels less than 2 ha in size (Devanney ; Stobbe et al ; see also Qiu et al ).…”

“…Zoning on farmland is often initiated with the intention of preserving agricultural land use. Stobbe et al () discuss a variety of different policies that seek to “protect” farmland in North America including differential taxes, purchase of development rights, and tradeable development rights . Ontario's Greenbelt Act—detailed fully in a later section—seeks to protect farmland by prohibiting certain nonagricultural uses of farmland in specified areas.…”
