Purpose Although facilities management (FM) has been advocated in the construction industry to address the issues of facilities in buildings, their adoption is still plagued with barriers. The factors affecting FM practices need detailed investigation. However, few studies have been conducted on the factors affecting FM practices in developing countries such as South Africa. This study aims to investigate the factors affecting effective FM practices in public buildings in South Africa. Design/methodology/approach To achieve this aim, a quantitative survey was carried out using questionnaire to gather relevant data in the study area. The collected data were analysed using descriptive statistics and principal component (factor) analysis. The study was conducted on 39 facilities managers in the Department of Public Works in KwaZulu-Natal Province, South Africa. Findings The descriptive analysis revealed that availability of funds, occupants’ knowledge of FM, absence of policy guiding FM practice, state of deterioration of facilities and design concepts and scope were significant challenges affecting effective FM practices in public buildings in South Africa. The result of the principal component analysis of the factors affecting FM practices were grouped into organisational factors, structural/design errors and end users’ elements. Research limitations/implications As it is widely understood that “money” plays a significant role in the performance of any activity or function, administrators/governments of public facilities should strive to plan and make appropriate finances accessible to facilities managers. Participation of facilities managers in the planning stage can also help reduce design flaws and their maintenance implications. In addition, adequate training for professionals can improve FM awareness and productivity. Originality/value The paper reveals the structural framework of the factors that can influence the effective facilities management practices in public buildings.

PurposeThe purpose of this paper is to identify and prioritize key performance indicators (KPIs) that can be used for stage-based performance assessment of build-operate-transfer (BOT) projects.Design/methodology/approachThis research was conducted through focus group discussions and face-to-face questionnaires. Firstly, stage-level KPIs for BOT projects were identified by conducting a literature survey. The list of KPIs that can be used for measuring performance at different stages of a BOT project was finalized by conducting focus group discussions with 12 participants. The data related to the importance of identified KPIs were collected via a face-to-face questionnaire in which 30 high-level managers participated. Based on these data, KPIs were prioritized considering eight different stages of a BOT project by using Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS).FindingsThe research findings reveal that 63 stage-level KPIs can be used for measuring the performance of BOT projects at eight different stages, which are “feasibility study and preliminary plan,” “announcement and submission of application,” “evaluation and selection,” “negotiation and signing of concession agreement,” “design,” “construction,” “operation” and “transfer.” The most important KPIs were determined as “comprehensiveness of project technical feasibility,” “detailed tendering procedure,” “effectiveness of concessionaires' technical knowledge/capability evaluation,” “good relationships between government and concessionaire,” “technology transfer,” “effectiveness of quality control,” “effectiveness of facility management” and “effectiveness of hand-back management” for each stage. The findings can be used by companies to evaluate performance at each stage of a BOT project and, if necessary, take the necessary actions for performance improvement at the stage level.Research limitations/implicationsThe main limitation is the size of the sample, which represents the perspectives of 30 Turkish high-level managers on KPIs in BOT projects. Besides, the selected method, namely, TOPSIS, does not provide quality measures related to the outputs; therefore, it is difficult to see the inconsistencies among the experts.Practical implicationsThe study findings will help in devising appropriate performance evaluation practices for BOT projects to overcome the shortfalls of the existing practices and systems proposed in the literature and help in achieving the superior performance while developing infrastructure through the BOT route.Originality/valueThis paper proposes a process-based approach for measuring the performance of a BOT project considering eight different stages. It fills a research gap in the public–private partnership literature by focusing on stages rather than phases. The results can be used by practitioners to establish stage-level performance management systems for BOT projects.

Due to the lack of high standardization and specialization, the production scale of modular substation is difficult to meet the established requirements. Compared with traditional substation construction, there are still practical problems such as high production costs. Therefore, it is still difficult to promote modular substation. Considering the life cycle of modular substation project, Cost Breakdown Structure (CBS) and Engineering Breakdown Structure (EBS) of the modular substation were defined through literature reading and data analysis. Then use the life cycle cost mapping model to further determine the mapping relationship between CBS and EBS. Finally, the connotation and goal of the life cycle cost optimization of modular substation were proposed, which can effectively promote the cost management of modular substation projects and optimization.
