The demand for talented labor to serve the maritime logistics, particularly in port operations, is growing as the industry expands globally. This requires professional competency in terms of manpower and skills that must be developed effectively. Furthermore, considering the harm done to the industry from the COVID-19 pandemic, capable professionals in port management are a crucial part to reviving the business and its long-term growth and viability. This study explores the criteria for the needed talent from the perspective of port logistics experts using the following multicriteria decision making (MCDM) approaches: Analytical Hierarchy Process (AHP), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and Preference Ranking Organization System Method for Enrichment Evaluation (PROMETHEE). The objective of this study is to identify the important criteria for personnel performance evaluation in the port marine logistics industry. In order to determine the performance evaluation framework for personnel performance evaluation, the study uses the AHP method to calculate the weightage of the criteria. The highest weightage is Work Attitude (0.560), followed by Job Performance (0.298) and Work Ability (0.120). Lastly, in order to identify the suitable hybrid MCDM approaches for personnel performance evaluation in the port marine logistics industry, three different MCDM approaches (AHP, TOPSIS and PROMETHEE) were used and the results show that the AHP is the best MCDM method to rank the personnel in the port industry by obtaining the highest Kendall’s Tau coefficient of 0.619.

With the increasing complexity of economic systems caused by the intensification of European integration processes and general globalisation trend, the problems of ensuring the optimal operation of transport companies are becoming especially important. Given these facts, the article's purpose is to develop and test a structural modelling algorithm based on the system state indicator (entropy of the structure of the export freight system). Research methods used in the article include: statistical (structure and dynamics analysis), systematisation and comparison, system analysis methods (entropy characteristics), mathematical programming methods. The mathematical formulation of problems involves studying structural uncertainty due to the synergistic influence of interconnected structures. As a result of the optimisation calculations, the entropy index decreased as a consequence of the optimisation of the studied structures of export cargo. The study results using structural-dynamic modelling provide an opportunity to determine benchmarks for optimising the structure of export transportation. Therefore, they can act as indicators in the relevant field to substantiate the performance of large transport and logistics companies. The use of such approaches will help improve cooperation on a shared basis between Ukraine and the countries of Central Europe. The aim of this research is to know the determination of port facilities and container flow growth mediated by spatial regulation toward the development of Makassar Port in the South Sulawesi province. The main problem of Makassar Port is the capacity of wharf and terminal container yard Hatta which has been almost in the optimal condition due to the limited port land which is in the center of Makassar City and has not been integrated with the transportation modes in the port area. This research uses the path analysis, with sample as many as 133 persons from Makassar Main Port Authority Office, Local Government of Makassar City, Pelabuhan Indonesia IV, and Makassar Container Terminal as well as Port Directorate of Directorate General of Sea Transportation. The result of this research states that there is no determination of Spatial Regulation which neither strengthens nor weakens the relationship between Port Facilities and Port Development. It is expected that the preparation of Regional Spatial Plan pays attention to the need for space to build port facilities by providing a space for port development. The unavailability of space will force the optimization of port facilities in the existing port and become a negative determination to the need for port development. It needs coordination with the Local Government so that the spatial regulation supports the development of Makassar Port.
