Exploring the potential of introducing technology innovation and regulations in the energy sector in China: a regional dynamic evaluation model

Abstract: 26The Chinese government has introduced stricter environmental regulations to address the rapid increase in 27 GHG emissions and environmental deterioration associated with energy demand. In this research we 28 analyze the potential environmental and socio-economic benefits of introducing such regulations coupled 29 with the promotion of advanced technological innovation for power generation. We selected Chongqing 30 city, one of the most polluted cities in China, as the case study. The study proposes 5 scenar… Show more

“…A novel dynamic I-O model, developed by Zhou et al with respect to thermal electricity sectors [25], was used in this study in order to evaluate the proposed policy. Our hypothesis was that when fossil fuel is utilized under mandatory air pollution reduction, the introduction of advanced fossil fuel energy technology and its resulting reductions in cost resulting from the implementation of a carbon tax and a subsidy could be beneficial in terms of economic growth, energy efficiency, and the reduction of GHG emissions and air pollutants.…”

“…However, their comparison was inconsistent because the technology was introduced in the iron and steel sector using the technology-based model but the carbon tax was applied in all of the sectors using the top-down Computable General Equilibrium Model (CGE) model. Zhou et al [25] developed an integrated top-down model which incorporated new technology as a new industry and a carbon tax in the thermal power sector. This paper builds on the study by Zhou et al [25] by incorporating different levels of a carbon tax rate and a technology reduction cost in the thermal power sector alone.…”

“…They are used to guarantee the successful application of technologies as well as the awareness of contractors in promoting technological innovation. For instance, Zhou et al [90] pinpointed that the introduction of regulations without the promotion of technological innovation will slow down economic growth. Thus, organizational measures function as institutional guarantees for technological innovation and help define governmental responsibilities properly.…”
