As a very large archipelago country, Indonesia has a high intensity of the natural disaster. In many cases, the telecommunication infrastructure collapse during the disaster. Therefore, a prominent and robust emergency telecommunication network is required. In this paper, an implementation of VoIP services over the WiMAX-WLAN integrated network is proposed. The integrated network is designed to provide an alternative of the emergency network during the disaster response. The VoIP service is selected for the study case because this service can be used as a complementary of the telephony service. In this paper, the WiMAX network is designed based on the IEEE Standard 802.16-2004 with the frequency band of 3.5 GHz while the WLAN network is designed based on the IEEE Standard 802.11n. To support many scenarios of network topology, the proposed integrated network is designed in P2P and PMP topologies. Within these network topologies, the network performance is evaluated in terms of delay, jitter, throughput and packet loss, as well as MOS value. The network performance is evaluated over various background traffic. From the experimental evaluation, it shows that the network becomes worse when the network load that is represented by the background traffic exceeding 3 Mbps. In general, there is no significant performance different between P2P and PMP network topology.

RESUMOO projeto VoIP UEMA é uma solução que permite o desenvolvimento de projetos de comunicação baseados no protocolo IP. Este artigo apresenta uma implantação de baixo custo chamada TBC (Telefonia IP de Baixo Custo). A viabilidade técnica para implantação deste projeto foi verificada em uma prova de conceito. O conceito foi comprovado mostrando que é possível criar ramais de usuários com informações como nome, ID, cargo, curso, centro e campus obtendo informações de todos os usuários cadastrados no servidor do sistema acadêmico e administrativo e realizar chamadas de voz e vídeo por meio de Web Phone e aplicativo Android. O aspecto de baixo custo foi justificado por uma análise financeira que mostrou que a despesa anual com a conta telefônica caiu, representando uma economia de mais de 97%.

Abstract-In this paper, an implementation of VoIP Services over WiMAX testbed based on IEEE Standard 802.16-2004 will be described. The quality of VoIP services over the proposed network is evaluated in terms of delay, jitter, packet loss, throughput, and Mean Opinion Score (MOS). The proposed network is implemented in both of the recommended network topologies that are point-to-point and point-to-multipoint. The VoIP Services is evaluated in the variation of background traffic with certain scheduling types. Background traffic is injected into the system to give the sense that the proposed system has variation traffic load. Scheduling types which are used in this paper are Best Effort (BE), Non-Real-Time Polling Service (nrtPS), Real-Time Polling Service (rtPS) and Unsolicited Grant Service (UGS). From the experimental results, it shows that VoIP services in P2P topology with UGS Scheduling has the minimum average of delay, jitter, packet loss is 12.688 ms, 7.472 ms, and 7.87%, respectively. Meanwhile, the highest MOS value of 3.39 is achieved when throughput equal to 134 kbps. Moreover, for VoIP Services in PMP topology has the minimum average of delay, jitter, packet loss of 12.872 ms, 7.222 ms, and 6.918%, respectively. The highest throughput of 133 kbps gives the MOS value of 3.52. Intisari-Pada makalah ini akan dibahas implementasi layanan VoIP pada A. Hasil Pengujian DelayDelay adalah total waktu tunda dalam proses pengiriman paket yang diakibatkan oleh adanya proses transmisi dan pengolahan paket. Dalam komunikasi data, delay merupakan suatu permasalahan yang perlu diperhatikan untuk menjaga kualitas layanan agar tetap pada kondisi yang baik. Berdasarkan Rekomendasi ITU-T G.1010, disebutkan bahwa batas maksimum delay yang diizinkan dalam suatu komunikasi data adalah 150 ms. Oleh karena itu, kinerja layanan VoIP terhadap parameter delay dalam testbed WiMAX ini sangat penting untuk dievaluasi.Hasil pengujian delay pada komunikasi end-to-end antar user dalam jaringan WiMAX dengan konfigurasi topologi jaringan point-to-point (P2P) dan point-to-multipoint (PMP) ditunjukkan masing-masing pada Gbr. 4 dan Gbr. 5. Delay yang ditujukkan pada kedua gambar tersebut diperoleh dengan variasi background traffic pada jenis scheduling yang berbeda.
