The major innovation of the Far Eastern policy of Russia in the 2010s—the introduction of the macroregional system of development institutions—is studied today mainly as an intra‐Russian and economic phenomenon. In this article, we place studied development institutions in a wider social and international context. Identifying the origin, strategic goals, preferential instruments, and the results of functioning of the development institutions system of the Russian Far East, we compare it with analogous systems in Japan, Korea, China, Vietnam, Singapore, and India. The article concludes that there is an objectively conditioned typological proximity of the development institutions system of the Russian Far East with similar systems in China and Vietnam. We emphasize that this proximity is based on the similarity of the problems of the macroregion and the named countries, and, consequently, the goals of their development policies. On this basis, we recommend to increase the number of territorial development institutions in this macroregion of Russia, decentralize the regulation of Advanced Development Territories and Vladivostok Free Port, and involve private developers in the management of these institutuions.

В статье представлена периодизацию структурных изменений в экономике России в советский и постсоветский периоды; выделены задачи институциональных преобразований сельского хозяйства; проанализированы программно-стратегические документы развития Дальнего Востока в различные периоды (в соответствии с предложенной периодизацией); рассмотрены приоритеты государственной структурной политики Дальнего Востока на различных этапах развития экономики. Сделан вывод о том, что необходимость активной структурной политики наиболее ярко проявляется, когда рынок не способен самостоятельно исправить существующие структурные деформации, замедляющие экономическое развитие страны. Также в статье акцентировано внимание на специфике структурных преобразований в сельском хозяйстве, обусловленных, с одной стороны, глубиной структурных деформаций в отрасли, а, с другой, – ролью сельского хозяйства в создании и развитии потенциала продовольственной безопасности России и Дальнего Востока. The article presents a periodization of structural changes in Russia's economy during the Soviet and post-Soviet periods; highlights tasks of institutional transformations in agriculture; analyzes program and strategic documents of the Far East development in different periods (in accordance with the suggested periodization); considers priorities of the state structural policy of the Far East at different stages of economic development. The conclusion is made that the need for an active structural policy is most clearly manifested when the market is unable to independently correct the existing structural deformations that slow down the country's economic development. The article also focuses on the specifics of structural reforms in agriculture, caused, on the one hand, by the depth of structural distortions in the industry, and, on the other hand, by the role of agriculture in the creation and development of food security potential of Russia and the Far East.
