This paper aims to explore the entrepreneurship perception among diverse populations in Romania typically seen as vulnerable. It also aims to provide support regarding how the concept might be useful in considering and designing alternative policy interventions. The vulnerable population groups studied in the paper differ by age (seniors), gender (females), income (low income population) and residence (rural community). The paper attempts to answer three research questions: (1) how attitudes towards entrepreneurship differ among vulnerable population groups; (2) how intention of starting a business varies among studied population; and (3) what is the likelihood and desirability of studied population to consider entrepreneurship as a career choice. The data analysed in the paper are extracted from the Amway Global Entrepreneurship Report (AGER) developed for Romania, for the period 2014-2016. Analysis is conducted by taken into consideration the following dimensions of the “entrepreneurship perception”: attitude towards entrepreneurship, intention of starting a business, entrepreneurship as a career choice, and likelihood of self-employment. The paper aims to contribute to advancing research on the less addressed and less understood entrepreneurship perception among vulnerable populations. In the paper we make recommendations for governmental institutions that are meant to contribute to designing policy interventions that will nurture entrepreneurship spirit in Romania.

Аннотация. Переход к экономике знаний сопровождается широкими культурными трансформациями. Они затрагивают в том числе и отношение к социально-уязвимым группам населения. Развитые страны стремятся включать в спектр мер социальной политики программы по преодолению социальной эксклюзии, развитию человеческого потенциала. Люди с инвалидностью входят в число категорий населения, которым предоставляется особая социальная поддержка. В частности, для реализации их трудового потенциала разрабатываются схемы поддерживаемого трудоустройства. Данная работа посвящена рассмотрению предпосылок и эффектов внедрения подобных практик в ряде зарубежных стран. В качестве информационной базы исследования использовались официальные документы, открытая государственная статистика, публикации российских и зарубежных авторов. Установлено, что социальная политика включения инвалидов в трудовую деятельность прошла в своем развитии несколько стадий: от создания специализированных предприятий для инвалидов до формирования обширного набора инфраструктурных нововведений, облегчающих вхождение инвалидов на свободный рынок труда. Сложившиеся в разных странах модели поддерживаемого трудоустройства демонстрировали большую или меньшую эффективность, но в целом способствовали преодолению дискриминации инвалидов на рынке труда, закреплению в общественном сознании представления о равенстве прав всех граждан. Накопленный мировой опыт может найти применение и в Российской Федерации, где проблема содействия занятости инвалидов приобрела особое значение в условиях снижения численности населения трудоспособного возраста. Вовлечение безработных российских инвалидов в трудовой процесс может обеспечить приток около 90 тыс. работников в экономику страны. Результаты проведенного исследования могут представлять интерес для специалистов, непосредственно занятых в сфере разработки технологий социального управления. Introduction. The humane structure of society involves the equality of all people, notwithstanding the characteristics of their individual development, and the tolerant attitude to them. Purpose setting. The purpose of the research is to identify the level of knowledge about people with special health opportunities among senior students of different nationalities who study in higher educational institutions in the city of Kirov and to work out on this basis recommendations for educating young people to be tolerant towards people with disabilities. Methodology of the study. To achieve the research goal at the fi stage, the authors have studied psychological, pedagogical and sociological literature on this problem. At the second stage, the authors have conducted the study through anonymous questionnaire survey of senior students of Vyatka State Agrotechological University and Kirov State Medical University in order to study their views about people with disabilities. Results. Based on the analysis and statistical processing of data, the knowledge and ideas about people of this category, their problems, individual features, the role of the media and the state in the coverage of these problems, the legislative protection of the rights of disabled people have been revealed. Conclusion. As a result of the study, the authors have noted the differences and similarities in the knowledge of students of different universities in Kirov about people with disabilities, and have highlighted the importance of creating new conditions in universities for forming the tolerant attitude towards people with different physical and mental abilities; specifi pedagogical and educational measures have been proposed.
