Evolving foresight in a small transition economy

Abstract: Hungary launched its first Technology Foresight Programme (TEP) in 1997. This was a holistic foresight programme, based on panel activities and a large-scale Delphi survey, with a strong emphasis on socio-economic needs. The paper discusses why a foresight exercise is relevant to a transition country, then describes what was done (organization, methods and results), and how the process evolved in Hungary. Policy conclusions, methodological lessons and questions for further research are also offered. Copyright … Show more

“…Yet, these many activities notwithstanding (or possibly because of the proliferation thereof), there have been no foresight exercises on a scale that would match the scope and the level of ambition of large-scale national exercises elsewhere (for example, in Hungary, France, Germany and United Kingdom, see Havas 2003;Durand 2003;Cuhls 2003;Keenan 2003). This may have been because Finland is a small country: thus, some results from even seemingly isolated foresight activities can be brought to bear on policy making even in the absence of formal coordination,…”

“…After a decade within the EU bloc, Foresight initiatives in V4 countries show a rich and diverse picture as far as their focus, objectives, methodology, outputs and regional prevalence are concerned. Three of the four countries (CZ, HU, PL) realised their national Foresight exercises sponsored by respective governments [15,25,26] and many regional and sectoral Foresight projects were executed [27][28][29], taking the advantage of EU structural funds. However, as evaluation of these show [30] the use of the results in policy making (for example when developing national or regional smart specialization strategies) was limited [20].…”

“…Ez a nemzeti szintű foresight a német és a japán gyakorlatot alapul véve a Delphi-módszert és a hazai szakértők széles körének bevonását részesítette előnyben, és öt komplex témakörre vonatkozóan készített jövővíziókat a lehetséges új technológiák hazai elterjedéséről. A kutatást Havas Attila vezette (Technológiai Előretekintési Program, 2000;Havas, 2003).…”
