The importance of the role that knowledge management (KM) plays in the success of knowledge-intensive organizations has long been acknowledged. However, requirements engineering (RE) methods for KM solutions still lack maturity, as do the educational programs in this domain. In this paper, an agile-based educational method for teaching RE for KM solutions, specifically an agile KM RE methodology (AKM-REM), is proposed. The paper reports a teaching experience, in which 17 teams of graduate students learned and implemented AKM-REM, each in a different real-life case study. Data were collected via class observations and from the students’ submitted projects and underwent qualitative content analysis. The findings demonstrate the manner in which AKM-REM creates a culture of collaboration, trust, and reflection, fostering the dynamic and flexible organization that is required in today’s competitive business environment. The contribution of this paper is fourfold. First, it presents an extension of the research on agile-based RE for KM solutions as a specialized area. Second, it presents an extension of an existing method KM-REM along the agile principles. Third, it provides means for agile-based education for analyzing and addressing KM challenges effectively. Finally, it describes the importance of agile KM RE in the context of sustainability.

Environmental impact assessment (EIA) and mine closure planning became formally integrated in Western Australia in 2011 when amendments to the Mining Act 1978 resulted in the requirement of a mine closure plan (MCP) to be submitted by proponents along with their EIA documents. This procedural innovation aimed to force early consideration of mine closure in line with international best practice and raise the level of closure planning compliance. Internationally, it is generally held that early closure planning will reduce costs and improve closure outcomes thereby reducing financial, environmental and social liabilities. This paper presents the results of the first study to explore the integration of EIA and mine closure planning in Western Australia and consider the extent to which such integration facilitates effective MCPs at the project approval stage. The opinions of twelve experienced EIA and/or mine closure professionals, representing regulators and proponents alike, were obtained from semi-structured interviews. Thematic analysis used both top down and bottom up approaches to identify recurring themes and novel concepts. Overall both regulators and proponents were found to be strongly supportive of the integration of EIA and the potential of early planning to improve mine closure outcomes, particularly with regard to the identification and reduction of risk. However, opinions were divided about the influence of integration on the effectiveness of early MCP or if the current Western Australian 'Guidelines for Preparing Mine Closure Plans' are capable of delivering effective early MCP. The responses suggest that although the current regulatory framework exists to drive integration that could enable effective MCP at the project assessment and approval stage, the most important factor is the motivation of key facilitators to pursue good outcomes. Opportunities to enhance the current framework lie in increasing transparency, expanding aspects of the guidance and ensuring enforcement of the commitments made in mine closure plans.

Tese (Doutorado) -Escola de Engenharia de São Carlos, Universidade de São Paulo, São Carlos, 2018.This thesis is investigating the Environmental Impact Assessment (EIA) system which is implemented in Espírito Santo State (Brazil). I aim to fill a gap in existing critical literature, by bringing attention to empirical evidence in a long-term study of EIA practice. The effectiveness of the EIA system was analyzed by applying an analytical framework focusing on four dimensions: procedural, substantive, transitive and normative effectiveness. As for the methods used during the analysis, they are: survey, documentary analysis, case studies, expert consultation and interviews. Using a qualitative-quantitative approach, the research was supported by 47 decision-making processes, analyzing the Environmental Impact Statements (EIS) and documents submitted in a period of ten years (from 2007 to 2016). The results indicate that the EIA system proved to be punctually effective, although the negative results prevail. Elements of effectiveness and evidence of EIA influence on the projects with favorable results to the environment were identified, as well as elements of learning from the EIA practice that signal to the perspective of improvement of the EIA system. However, the results indicate weakness related to the absence of locational parameters for the screening of EIA processes. Regarding the quality analysis of EIS, the results indicate faults in the information presented in the decision-making step. The main fragilities are associated with the identification and evaluation of relevant impacts, consideration of cumulative impacts, the prediction of magnitude and the evaluation of the significance of the impacts. The previously-mentioned deficiencies of the EIS information are the main contributors to a longer processing time and to an increase in the costs which is due to the need for reanalysis of complementary documents. In addition, the environmental agency's analysts' opinion reveals a blurred perspective of EIA practice and regarding the role of the environmental agency. This obscure perspective suggests a passive and reactive positioning of actions and decisions within the environmental agency studied. Therefore, it is important to promote the valorization of the principles and foundations guiding the EIA in order to correct this perspective. Although the research findings suggest that EIA practice still has a long way to go in order to achieve effectiveness in the system studied, I identified evidence of best practice and weaknesses. This which can be used to guide actions aimed at enhancement of the EIA system as well as improvements of the development projects implemented in the State of Espírito Santo.
