Promoting the greening of industry is the key to achieving high-quality and sustainable development of the urban economy. It is particularly important for resource-based cities (RBCs) that exploit natural resources as the leading industries. In this paper, the Windows-Bootstrap-DEA model was used to calculate the industrial eco-efficiency (IEE) of 114 RBCs in China from 2003 to 2016, and the regional differences and dynamic evolution characteristics of the IEE were analyzed. The panel Tobit model was used to explore the factors associated with IEE in RBCs. The results showed that the IEE of RBCs in China was at a low level during the study period, and the resource utilization process had not reached an optimal state. There were large regional differences in IEE, and there was a significant degree of spatial agglomeration. The results of conditional probability density estimation showed that the distribution of IEE had strong internal stability on the whole, and the distributions of IEE of RBCs in different regions, different resource types, and different development stages showed significant differences. The results of the panel Tobit model showed that per capita GDP, ownership structure, science and technology input, and industrial agglomeration had significant positive effects on IEE, while industrial structure and employment structure showed significant negative effects. The conclusions of this paper can provide a scientific decision-making basis for industrial transformation planning of RBCs.

PurposeThe purpose of this study is to quantify port efficiency assessment indicators to analyze the impact of COVID-19 on Chinese One Belt One Road (OBOR) ports.Design/methodology/approachThis study utilized a grey prediction model GM(1,1) to forecast five relevant indicators for each of the 17 OBOR ports both with and without COVID-19 background conditions. Additionally, the data envelopment analysis (DEA) efficiency assessment approach was used to analyze the impact of COVID-19 on port efficiency.FindingsThe results indicate that cargo and container throughput growth rates during the COVID-19 pandemic are reduced by 1.7 and 2.1%, respectively. There was also a noticeable reduction in technological efficiency (TE) as well as pure technological efficiency (PTE), while scale efficiency (SE) remained largely unaffected. Furthermore, the dynamic efficiency MI was mainly negatively impacted by changes in overall efficiency change (EFFCH), where pure efficiency change (PECH) less than one contributed significantly towards overall regression of port efficiencies during this period.Originality/valueThis paper is unique in its use of a combination of the grey prediction model and DEA efficiency assessment to quantify changes in important indicators during pandemic periods. This approach not only provides a quantitative understanding of the impact on port-level efficiency through numerical quantification but also offers readers an intuitive understanding.

Optimization of Port Layout to Determine Greenhouse Gas Emission Gaps

Ports are of great strategic importance for a country. Nowadays, compliance with environmental requirements is required, forcing the migration towards clean energies. Therefore, it is necessary for emerging ports, as those in developed countries, to incorporate in their policies the use of electric power in the machinery that moves containers in the terminals. To learn how the problem is addressed in other countries, an extensive bibliographic review is presented. Then, the energy policies and criteria of a group of ports in an emerging country and a European port are studied. Subsequently, in order to determine the gaps between the ports investigated, the layout of the cargo yard of each of the terminals is optimized; the emissions of co2 and other ghg gases are calculated; and finally, the decrease in emissions when switching from diesel to electricity is estimated. The strategic and operational gaps related to energy management between the emerging and developed countries are discussed. It is concluded that research is needed to investigate how these initiatives impact the city and improve other sustainable aspects.
