With the rapidly developing technology, one of the most important fields affected by the change of qualifications expected from the adult workforce is education programs. Changes in the objectives, content, learning-teaching process and assessment and evaluation processes, which are the four main elements of the curriculum, have caused important changes in the organizational structure of the Ministry of National Education and the activities carried out according to this structure. In this study, it was aimed to research the effects of the change in the goals, achievements and the targeted skills in educational programs on the assessment and evaluation practices applied in our country. In line with this purpose, the assessment and evaluation practices carried out by the Ministry of National Education were examined. As a result of literature, firstly, a study was founded which was analyzed the effect of educational reform in the process up to the 80th anniversary of the Republic of Turkey starting from the first years of the republic on the assessment and evaluation practices. Another study that was founded covers the assessment and evaluation studies in Turks from the period before Christ to 2011. Since the studies involving assessment and evaluation activities in 2011 and before are present in the literature, As to this study was created by considering the changes in the central and provincial organizations and the assessment and evaluation studies carried out in our country since 2011. When the measurement and evaluation activities applied in our country at national and international level since 2011 are examined, It has been observed that each study differs in terms of each other with 21st century skills and the objectives of education programs. To put it more clearly, it is seen that each study measures different skills. The important contributions of this study to the literature will be to research the effects of changing world conditions on the practices carried out by the Ministry of National Education in our country, to raise awareness among academicians, researchers, education administrators and teachers regarding the developments and changes within the ministry and to help bring insight to the future studies.
