The paper deals with the topic of the allocation of resources and investment strategies in cultural built heritage. The valorization of cultural assets is often guaranteed by the intervention of public funding. The need to allocate these funds efficiently and effectively, together with the transparency duties to which public administrations are subject, necessitates a careful measurement of the economic, cultural, environmental and social effects. Accordingly, the paper outlines the starting framework of a study on the ex-post evaluation of the effectiveness of public intervention towards the restoration and valorization of three forts in the Umbertine Forts System, located in the Metropolitan City of Reggio Calabria, southern Italy.The open remarks raised by the preliminary step of the study evoke questions both about the topic of evaluation tools and the methods used in the ex-post evaluation of the effectiveness of public intervention towards cultural built heritage restoration and valorization, and also on the topic of local governance, strategic planning and management of cultural heritage. The term 'polycentrism' describes a model of territorial settlement of all human activities in which there are a plurality of connected centres. Polycentrism refers to two very important aspects: the morphological one, which concerns the distribution of built environment in the territory, and the functional one, which concerns the relations between the different poles.The study for the identification of territorial structures in Basilicata region was conducted through the analysis of several variables: the demographic structure, the infrastructural endowment and the organizational models that condition territorial accessibility. This led to the delineation of a decentralized network scheme, formed by several centralized networks whose nodes are connected to the node of the main network. Three levels of polycentric hierarchy have been identified in Basilicata. Those correspond the urban centres with the highest population density in which the concentration values of services and equipment are meant. The proposed geography represents a relevant starting point to compare ex-ante and ex-post scenario of current programming acts.

The paper explores the theme of sponsorship aimed at enhancing the historical-architectural heritage, analyzing the point of view of companies. Specifically, a static analysis model proposed in a previous paper, whose objective is to establish the optimal amount to invest in sponsorship to maximize business profit, is integrated with an innovative model that allows the company to assess the degree of financial efficiency of the investment, i.e. its productivity . The latter depends on a series of variables that characterize both the monument to be enhanced, the location in which it is located, and the sponsorship strategy adopted by the company. However, in the case of sponsorship of recovery/restoration work, the critical variable that most affects the efficiency of the investment is the number of visitors to the location where the monument is located (direct audience). This is because as the number of visitors increases, the level of exposure to the sponsorship message increases. Therefore, we assume two functional relationships, one linear and the other logarithmic, which correlate financial efficiency to the average number of visitors. In this way, the advantage of the company is twofold. On the one hand, it has the opportunity to maximize profits by investing the optimal amount of sponsorship. On the other hand, it can choose the level of productivity of the investment by deciding to finance the monument of a specific location according to its degree of exposure.
