Cultural sustainability is increasingly being perceived as a fourth dimension of sustainable development. So far, some studies have debated the way in which cultural sustainability can lead to economic, social, and environmental benefits, while others have highlighted how the classic pillars of sustainability can help museums to achieve their core cultural mission. However, empirical studies regarding cultural sustainability in museums are scarce. Thus, one of the aims of our research was to fill this gap by developing several econometric models that explain the influence of heritage exposure; environmental behavior; openness to the public; and effectiveness and performance in collecting, preserving, and researching the cultural heritage. A second aim was to advance the current knowledge in this field by creating an integrated frame that explains the interconnections between different variables that help museums become sustainable, as well as the place and role of cultural sustainability within the overall framework of sustainable development. To achieve these goals, an in-depth analysis of the literature was followed by a survey of 86 Romanian museums. The results show that the ability of museums to reach cultural sustainability is influenced by components of their social and economic performance, while environmental behavior proved to be insignificant.

Qualification requirements for foreign suppliers in Public Procurement (PP) are quite different in each European Union (EU) member state. The most complex requirements for foreign suppliers in the context of public purchases are included in the Czech PP law. The aim of this paper is to make an overview of the problem of qualification requirements for foreign suppliers in the PP law of the CR. Its sub-objectives are the identification and explanation of solutions to the problem in the PP legislation of neighboring countries of the CR that are also members of the EU. The methodological part of the contribution is based mainly on the analysis and critical evaluation of the current state of legal issues relating to the proof of qualification of foreign suppliers in PP orders of the CR; with examples of fairly extensive decision-making practices of the Office for the Protection of Competition and law courts, including the jurisprudence of the European Court of Justice. The paper highlights the unnecessary complexity of qualification requirements that, on purely formal grounds, inhibits submissions of tenders from potential foreign suppliers that would otherwise be able to submit a bid for a public contract without any problems whatsoever. The authors are using and applying a comparative-legal method in the context of the comparison of the PP legislation of neighboring countries of the CR that are also members of the EU. The case study of foreign suppliers bidding for above-threshold public tenders in the CR at the minimum legal requirements of the contracting authority (CA) for proof of qualification, the comparation study with selected EU countries or analysis of the development of the proportion of public contracts awarded to foreign suppliers in 2010-2014 shows that there is legislation uncertainty in EU PP law that should be reduced and simplified on an EC basis.

Accountability and patronage in extraordinary administrations: Evidence from Pompeii

Drawing on the concept of an accountability web, this paper analyzes the 2‐year long extraordinary administration of the archaeological site at Pompeii, where the Italian Prime Minister appointed a special Commissioner to deal with the alleged decay of the site in July 2008. Findings shed light on critical issues related to the appointment of “loyal experts” in terms of strong personalization, short‐term thinking, and the influence of the media in the administration of public services. Moreover, the paper introduces patronage accountability as a distinct accountability dimension that is characterized by a hierarchical and informal nature, and which cannot be accessed by those who are not part of the transaction. We add to the literature by identifying patronage accountability as a separate accountability dimension that conflicts with more common ones, and examine the implications of this practice for public administration.
