Evaluating Research Efficiency in Indonesian Higher Education Institution

Abstract: Background: The Indonesian government has evaluated the research performance of universities, whose measurement process is projected into resources, management, outputs, and revenues to determine the provision of incentives, grants, and program funding to universities. However, efficiency calculations have shown that the outputs and competition-based incentives that drive scientific productivity are more complex. The most competitive systems must also be the most productive when considering resources. Objectiv… Show more

“…The evaluation of innovation performance has a stronger relationship with economic growth than only using the calculation of the total number of patents. Dimyati and Hermanu (2022) recommended that output efficiency indicators on the available resources should be included in performance appraisals to show more accurate conditions for funds (Carrington et al ., 2018), and the involvement of the number of researchers.…”

“…This study reveals the efficiency of Italian universities and methodologically compares the results of these two methods. Dimyati and Hermanu (2022) analyzed the research efficiency of 191 Indonesian HEIs using DEA using budget and number of personnel inputs and 11 research outputs. In addition, this study compared the effects of efficiency analysis and performance evaluation.…”

“…After examining the available literature, it is evident that there have been multiple studies investigating the efficiency of universities across various contexts. Some of these studies focus on evaluating the efficiency of HEIs within a specific country (Agasisti & Bianco, 2009; Dimyati & Hermanu, 2022; Jiang et al, 2020; Maral, 2023; Shamohammadi & Oh, 2019; Thai & Noguchi, 2021), while others compare efficiency across different countries (Agasisti, 2011), and others adopt a comparative approach, evaluating efficiency across multiple countries (Agasisti, 2011). Agasisti and Bianco (2009) analyzed the efficiency of Italian universities using data envelopment analysis (DEA) and stochastic frontier analysis and compared the results with those of other universities.…”

“…When the literature is examined, it is seen that research efficiency is measured for different units and with different methods. Research programs (Cherchye and Abeele, 2005), researchers (Amara et al, 2020), higher education institutions (Dimyati and Hermanu, 2022;Jiang et al, 2020;Munoz, 2016), universities (Canal et al, 2015;Li et al, 2023;Shi et al, 2022;Wang and Wang, 2021), R&D programs (Jimenez-Saez et al, 2011), academic disciplines (Su et al, 2020), a specific field (Zhang et al, 2022), institute (Amara et al, 2020;Liao et al, 2016) IJEM 37,6/7 1162…”
