E-government services have a role in application development, IT governance and E-government development. Employees at the Jambi Province Communication and Informatics Office (DISKOMINFO), especially in the field of E-government services, have a lot of experience and knowledge. However, it is difficult to share with other employees. Due to frequent transfers and the absence of a forum for sharing knowledge, the existing knowledge is not optimally managed. So an E-Government Service KMS is needed for DISKOMINFO in the field of E-government services. The method used is KMSLC and to capture knowledge data using On site observation in the form of interviews and observations. Effective organizational communication has a role in increasing employee job satisfaction. This study aims to determine how organizational communication at the Banjarnegara Regency Communication and Informatics Agency (Dinkominfo) increases employee job satisfaction during the COVID-19 pandemic. This research employs a qualitative method with a descriptive approach, with research data collected through observation, interviews, and documentation. Data analysis uses the stages of data reduction, presentation, and conclusions or verification. The results showed that the Dinkominfo of Banjarnegara Regency has optimized and established proper communication between superiors to subordinates, subordinates upward, and co-workers in selecting information, interpreting information and coordinating the relationship between superiors with other employees. Employees of the Dinkominfo of Banjarnegara Regency are satisfied with the division of labor for employees following their fields. They also know their roles as stated in the main tasks and functions.

In everyday life and education, the internet and information systems play a key role in providing information services to the educational community. Learning has transformed into an online method known as e-learning, which utilizes technology as a means of education. PT. Otak Kanan is currently introducing E-Learning to support students and interns, and they are developing the E-learning Sigarda application. Software testing is an essential part of this process to ensure the quality and functionality of the application and to prevent errors during development. In the testing of the E-Learning Sigarda application, the Blackbox Testing method is used to examine the application's functionality, while the System Usability Scale method is employed to measure user satisfaction. The test results demonstrate the application's alignment with test case scenarios on both admin and user pages. Additionally, the system's E-Learning testing, using the System Usability Scale method with 15 respondents, yielded a score of 91, falling within the "Acceptable" category of the Acceptability range and receiving an "A" rating on the Grade Scale, along with a "Best Imaginable" evaluation in the Adjective rating.
